As a member of Build Nova Scotia's Strategic Infrastructure & Development (SID) team, the Planning Technician will provide subject matter and technical expertise to support a wide number of infrastructure, housing, telecommunications, healthcare infrastructure, and development projects.
The Planning Technician will contribute to SID project delivery and success by assisting with the development and/or maintenance of planning analyses, site plans, design concepts, maps and drawings, geospatial datasets, and GIS analyses. The Planning Technician will also help to advance the Division's strategic partnerships by providing support for project management, project coordination, stakeholder engagement, and related corporate tasks.
This is a two (2) year term position.
- Provide general planning, project management, and GIS expertise in support of SID projects.
- Support the development and implementation of long-term planning, development, and infrastructure strategies.
- Perform site and property evaluations using ESRI suite, and other spatial and design software applications as required.
- Interpret planning policies and regulations, and prepare planning and policy documents, reports, studies, and analyses.
- Attend meetings, site visits, community events, and stakeholder engagements, and analyze/present the results of public and stakeholder engagement/consultation activities.
- Carry out regulatory, site, and context analyses, including any necessary field work and data collection (on-site), to support accurate assessments and project planning.
- Build external relationships with key stakeholders, project partners, and the general public, as required.
- Research, compile, edit, and analyze data using Geographic Information Systems (GIS) and other analytical tools, to support informed decision making across the corporation.
- Perform data analysis to support project managers in identifying risks and opportunities, contributing to the development of solutions that enhance asset performance and deliver stronger outcomes for clients.
- Sit on committees representing the division, as assigned. Perform other related duties as assigned.
Two years of post-secondary training in planning or a related field
- General knowledge of principals of planning, building, and/or engineering in a government context.
- General knowledge of land use legislation affecting local government.
- Intermediate to advanced computer skills and knowledge of desktop software, in particular Microsoft Office, excel, in a Windows and network environment.
- Registration, or eligibility for registration, as a Licensed Professional Planner (LPP) is an asset.

• Ability and skills to operate a computer system utilizing Microsoft Office and any GIS or CAD system utilized by the municipality.
• Excellent verbal and written English language communications skills with the ability to deal courteously, tactfully and diplomatically with elected officials, other managers and employees, and the public.
• Ability to read and understand codes, bylaws, legislation, blueprints, architectural drawings, legal plans, and related technical material; ability to interpret and apply such material to a range of building situations.
• Knowledge of principles and practices of research and data collection.
• Knowledge of effective, creative public engagement tools and methods.
• Knowledge and experience with AutoCAD.
