Reporting to the Director, Operations, this position provides leadership to front line staff in MHNL. The Regional Manager is responsible to manage staff and systems to meet the performance requirements of the ambulance service in the Region. Major operational components of this position include establishing service direction, building staff capabilities, and implementing changes to improve service levels. Assessing and improving overall regional performance is expected, both current and long-term to meet company objectives.

The position will take direction from and act in conjunction with senior operations management. In a capacity covering a broad range of duties, the mission will be to keep the overall operational status of the Region of Newfoundland and Labrador fully functional while meeting or exceeding customer/patient expectations. This position communicates company philosophy and policy so that there is shared realization of the company's goals in the Region, as well as collaboration with the other Regional Managers to maintain provincial consistency. This position holds direct responsibility and leadership oversight of the Operations team in one of the regions, which including the following roles: Administrative Assistants, Schedulers, Operations Managers and Paramedics.

Responsibilities include:

  • Ensure that customer/patient service is a priority. Support the customer/patient issues resolution process. Oversee and participate in the recruitment and selection process for site paramedic staff.
  • Actively develop and mentor staff - reinforce developmental initiatives by supervisors in collaboration with the human resources department and other development committees.
  • Orientate new employees to the goals and objectives of the company.
  • Encourage semi-autonomous work groups and actively lead or participate on various committees.
  • Conduct effective group meetings and lead staff by example.
  • Practice supportive communication techniques such as active and empathetic listening.
  • Improve employee performance through motivation and positive reinforcement.
  • Successfully mediate conflict between employees and between the organization and external factors.
  • Implement, communicate, and execute operational strategies and solutions in line with established business plans.
  • Budget planning, monitoring and reporting.
  • Lead the development of a quality improvement process that meets or exceeds industry standards.
  • Risk Management oversight in the day-to-day operations.
  • Develop and manage the entire Region's paramedic team while possessing an aptitude for collaborating with staff in helping them to achieve organizational goals.
  • Demonstrate effective delegation of tasks to the supervisory team. Specify clearly and completely expected levels of performance. Determine time for reporting back results and provide all information that is relevant to task accomplishment. Allow supervisors and staff participation in the delegation process.
  • Manage as a team effort any new and/or changing company policies and practices. Encourages and provide the components that will help employees reach their potential for self-motivation.
  • May require back-up to working on the ambulances in emergencies and to retain professional certification as a paramedic.
  • Provide leadership by participating, supporting, and ensuring accountabilities for all initiatives that foster a culture of patient safety and a safe work environment.
  • Function as a point of contact and liaison including attending meetings on an ad hoc basis for various external stakeholders i.e., Healthcare, and allied agencies, Municipalities, etc.
  • Required to be on call as the Provincial Duty Officer on a rotational basis for Ambulance Newfoundland and Labrador.

Professional Qualifications & Competencies:

  • Minimum five years' experience working as a paramedic.
  • Minimum three years or more in a progressively responsible supervisor position.
  • Approved paramedic training program, ACP level will be considered an asset.
  • Knowledge and/or expertise in EMS management, safety, information technology, finance, and human resources.
  • Maintains an active paramedic licence in the province of Newfoundland or eligible to obtain an active licence.
  • Valid Newfoundland and Labrador Motor Vehicle Class 4 driver's license.
  • Solid managerial/supervisory experience and formal business training and/or university diploma or degree is an asset.
  • Solid understanding of the ambulance industry and various business functions such as EMS operations, safety, fleet, facility management, human resources, finance, inventory control, SSP, and CQI.
  • Demonstrate superior conflict resolution skills.
  • Demonstrate leadership, planning, organizing, directing, and motivating staff.
  • Balance assertiveness and sensitivity.
  • Effective written, oral, and presentation skills.
  • Strong working knowledge of the Microsoft Suite of Products.
  • Aptitude for negotiation and dispute resolution skills.
  • Exercise a significant degree of discretion and independent judgment.
  • Excel in effective delegation and decision making. Involves others in decision making when appropriate.
