Job Summary
The Manager leads the Eastern zone Client Services Division within a large, complex and diverse provincial health care organization. As part of the Financial Services Management Team, the Manager is responsible for providing leadership, vision and direction to the Division. This position is responsible for managing subsidy payments to clients of NL Health Services. This includes timely processing of client payment subsidies, ensuring accuracy and policy compliance, working closely with program departments and external agencies, and supporting CRMS Client Pay and implementation of new payment systems/initiatives. This position is responsible for the completion of the accounting work, regular monthly reporting and preparation for the year-end audit. The position is also responsible for ensuring adherence to legislative and collective agreement requirements as well as NL Health Services and government policies and procedures. Finally, the position is responsible to ensure that adequate internal controls are in place to effectively safeguard the funds entrusted to NL Health Services for payment of client subsidies.

Visual and hearing concentration is required to observe or consult with staff, to work on documents or to listen to staff on the telephone or in person.
Occasionally, required to travel to and from work sites for meetings or interviews.

Job Qualifications

Education
Bachelor of Commerce or Business Administration Degree is required.
Master's Degree would be an asset
Certified Professional Accountant (CPA) Designation as well as a member in good standing with the Certified Professional Accountants Association of Newfoundland and Labrador is required.

Experience
Minimum of five (5) years of progressive management experience within the last seven (7) years is required.
Considerable experience in financial management in a large, complex environment, preferably in health care is required.

Competencies (Knowledge, Skills & Abilities)
Knowledge of relevant legislation, Generally Accepted Accounting Principles and best practices.
Knowledge of project management systems and practices
Knowledge of word processing and Excel software, particularly the ability to analyze large amounts of data
Knowledge of collective agreements and the ability to function effectively in a highly unionized environment.
Demonstrated interpersonal, leadership and organizational skills.
Ability to function independently and effectively in a high pressure, diverse and changing environment
Ability to manage change through leading, motivation and empowering staff.
Demonstrated high level oral, written and presentation skills.
Ability to handle multiple projects and meet strict timelines.
Demonstrated strong decision making, analytical and problem-solving skills.
