In this role, you will :

  • Provide leadership for People Services during emergency operations by rapidly assessing client group workforce needs and priorities, and leveraging appropriate People Services functions and resources to deliver responsive solutions that support evolving operational requirements.
  • Contribute to people-related cost estimates, including salary costs, for operational budgets; manage workforce deployment and schedules to align with approved budgets and operational needs, coordinating daily with operations to ensure timely adjustments.
  • Ensure employment standards, human resource policies and procedures, emergency response SOPs (standard operating procedures), learning and development solutions and response specific guidelines are implemented in a consistent, coherent manner.
  • Manage operation-specific contracting and temporary reassignments within Emergency Operations including requisitions, onboarding, off-boarding and employee salary changes in collaboration with Talent Acquisition, Shared Services, Payroll, and other People Services functions.
  • Drive change and continuous improvement by building strong stakeholder relationships, proactively identifying and addressing gaps in processes and service delivery, and leading collaborative solutions that foster buy-in for new standards and ways of working.
  • Coach management and personnel (employees, volunteers, delegates) towards strong people management and team performance. Manage complex workforce relations issues and ensure compliance with policy and legislative requirements.
  • Prepare documents, reports and presentations for management and/or other stakeholders.
  • Monitor risks and compliance, identifying areas of non-compliance and recommend solutions to close gaps.
  • Stay current with best practice and legislation and contribute to updating of policies, processes, and standards.
  • Maintain accurate data in CRC systems, generate reports and analyze relevant metrics to support decision-making and planning.

What we are looking for :

  • Qualifications include a minimum of 6-9 years experience and a 3-year college diploma or university degree in Human Resources, Business and/or an equivalent combination of education and experience.
  • Fluency in English is required, French is an asset
  • Ability to identify complex problems, analyze interrelated factors, assess and mitigate risks, and develop solutions using specialized skills.
  • Ability to coach and provide advice to managers to support workforce related decisions (e.g., workforce planning, performance management, compensation, termination, restructuring, change management).
  • Experience delivering a broad range of HR/volunteer services in response to business needs (e.g., recruitment, onboarding, development, performance, worker relations, rewards, diversity and inclusion, health and well being etc.).
  • Communication and influencing skills to those with shared interests by utilizing strong active listening skills, clarifying and/or presenting professional/technical information to reach consensus, monitor trends or directly produce client satisfaction..
  • Proficiency in standard computer applications (Microsoft Office Suite) and experience with HR Systems
  • Ability to apply human resources legislation, policies, programs and best practices.
  • Ability to build relationships and work collaboratively with stakeholders at all levels of the organization.
  • Ability to understand and ensure work is completed in compliance with applicable data and privacy policy and legislation.

Working Conditions :

  • All teams contributing to emergency response efforts directly or indirectly.
  • All CRC roles are required to adapt work and priorities to support emergency response efforts, be present in person as required to support service delivery and deploy to emergency responses when appropriate and/or required (personnel availability and request for exceptions will be discussed with line management).
  • For CRC roles that are assigned a function in the Emergency Relief operational structure (in field and virtual), personnel may be required to be part of an on-call roster and be available for scheduled on-call work.
