Salary: Management/Non-Union Salary Scale (HL 18): $64,387 - $83,703
Location: Public Procurement Agency, 30 Strawberry Marsh Rd, St. John's
Reporting to the Director of Procurement and Business Services, this position is accountable for managing the procurement of all goods and services for NLSchools. The Manager of Procurement ensures adherence to best procurement practices and ensures resources are procured in a cost effective manner. This position is also responsible for assisting in the development and implementation of procurement policies and procedures as it relates to the procurement of goods and services for NLSchools and in ensuring all schools, divisions, and regional offices are compliant with the applicable policies, procedures, and legislative requirements.
DUTIES:
The Manager of Procurement is responsible for all aspects of NLSchools procurement, including:
- Management and oversight of daily procurement operations, ensuring NLSchools' procurement needs are met in a timely and cost effective manner;
- Development and maintenance of sound procurement processes, procedures and controls across the full procurement cycle including definition of purchase requirements, selection of purchase methodology, bid/tender evaluation, purchase award, and approval of contracts within authorized signing authority;
- Ensuring compliance with NLSchools' and the Province's procurement policies, legislation, and regulations - and leading significant tenders to ensure compliance;
- Development and maintenance of favorable vendor/service provider relationships and meeting regularly with vendors/service providers to discuss performance and explore opportunities for cost reduction;
- Collaboration with other NLSchools departments (i.e. Budgeting, Finance and Facilities Management and Information Technology) to pursue process improvement and cost savings opportunities, and conduct cost benefit analyses;
- Management of the acquisition and disposal of fixed assets at all sites of NLSchools.
- Addressing all inquiries or concerns in relation to NLSchools' procurement services.
- Assistance with the development of NLSchools' procurement policies.
- Will be responsible for leading and supervising a team of buyers, ensuring efficient purchasing operations and alignment with company procurement strategies.
- Performing other duties as required.
QUALIFICATIONS:
Candidates must possess a thorough knowledge of procurement and contract administration processes, asset management, policy, procedure, statutes, and regulations related to procurement, including the Public Tender Act, the Financial Administration Act, and the Transparency and Accountability Act. Candidates must demonstrate well developed analytical, communication, organizational, decision making, judgment, and interpersonal skills.
These qualifications would normally be acquired through completion of a Bachelor's degree in Commerce, Business Administration or equivalent, supplemented by five years' experience in procurement and contract administration. Possession of a Supply Chain Management Professional (SCMP) designation or Certified Professional Purchasing (CPP) certification, or willingness to complete, is considered an asset. Supervisory experience will also be considered an asset. Equivalencies may be considered.
