The Role
Reporting to the COO of Eastern Urban Zone, the Senior Director - Facilities and Support Services, Eastern Rural and Urban Zone is a member of the senior leadership team with their primary focus on combining strategic and operational accountability of Support programs and services in the region to support the vision and values of Newfoundland and Labrador Health Services. They are ultimately responsible and accountable for all core programs and services within the assigned portfolio, including, but not limited to: Facilities Maintenance, Infection Prevention and Control, Medical Device Reprocessing, Leasing, Housing and Accommodations, Biomedical Engineering, Inpatient/Retail Food Services, Environmental Services, Portering, Central Laundry, Multi-Media, Forms Management, Patient Entertainment Technology Services, Parking Management, and other services as required by regional operations. The Senior Director will provide leadership on strategic and operational issues in an integrated health services environment ensuring optimum accessibility, efficiency, and effectiveness, while supporting the overall standards, policies, and direction of Eastern Rural and Urban Zones. They are the liaison for all provincial programs and will be the executive lead for provincial programs within the Zones. The Senior Director has responsibility for implementing an effective quality and safety program within their portfolio.
The Senior Director - Facilities and Support Services will have responsibility for areas that include:
- Strategic Leadership: Serving as a member of senior management, leads region-wide strategic planning efforts and addresses organization-wide policy and management issues for the Support Services Program in alignment with their provincial counterparts. The Senior Director focuses on mid to long-term planning activities including annual or triennial strategic planning, in consultation with executive leaders, including the development of goals and objectives that link to the organization's mission and vision; plans, with key providers, and implements an appropriate model of support to patient care; participates in decisions and policymaking, and shares overall accountability with other members of the senior management team.
- Service Delivery and Quality Improvement: The Senior Director is responsible for directing and organizing administration, education, and service delivery of Support Services. They have responsibility to develop, implement, and evaluate Support Services and policies to ensure the efficient and effective delivery of these services and an optimized integration of them across the continuum of care. Promotes a high standard of care in the delivery of Support Services. Plans, implements, and evaluates the risk management agenda and continuous quality improvement programs and projects within the zones.
- Legislative and Provincial Alignment: The Senior Director - Facilities and Support Services, promotes a high standard of care in the delivery of Support Services, aligning organizational services and policies to provincial health legislation, as required. The Senior Director ensures compliance with all applicable laws, regulations, and standards related to support services. They foster the development, implementation, and evaluation of an integrated health services system through collaborative processes that cross zones and communities.
- Delivery of Services: Ensures the delivery of programs and services that respect the principles of universality, comprehensiveness, and accessibility so that the operational and strategic plans of Zones are realized.
- Client and Patient Relationship Management: The Senior Director - Facilities and Support Services deals directly with patient/family, staff and physician complaints that cannot be resolved at the program/department level.
- Stakeholder Relationship Management: Represents Zone - Support Services in working relationships with external stakeholders such as the Department of Health and Community Services, local community groups and national organizations pertaining to matters within the portfolio. Concurrently, the Senior Director - Facilities and Support Services maintains relationships with internal stakeholders such as HR, Finance, Hospital and Information System and Internal Credential Management, and other programs and services.
- Talent Management and Employee Engagement: Provide leadership and mentorship to Primary care staff to promote professional development, staff engagement, and retention. Leads a healthy, safe, diverse, and respectful workplace by championing and practicing sound human resources management by attracting, recruiting, and retaining high calibre talent; providing ongoing learning and development opportunities; promoting teamwork, and ensuring employees have the tools and resources they require to perform at their best. Fosters the development of others by supporting and promoting the achievement of professional and personal goals and creating a culture of continuous learning.
- Financial Stewardship and Accountability: Develops and oversees the annual operating and capital budget for the portfolio; prepares and reviews funding proposals; recommends the allocation of resources in consideration of the needs of in the zones and the delivery and delivery of health services.
- Visible Leadership, Partnership and Relationships: Ensures consistent translation of NLHS culture, mission, values, policy, and leadership expectations within zone-wide Support Services organization. Provides visible and accessible leadership within the Support Services program. Orchestrates and champions transformational change by actively leading the change process to achieve program goals and objectives while fostering a culture of accountability, responsibility and continuous learning amongst the Leadership team and staff to ensure compliance with national, provincial, and institutional regulations, policies, and directives.
- Transition to Provincial Health Authority: During the transition to a single health service, a critical focus for the successful candidate will be establishing unified provincial systems for program assigned to their portfolio. This will include working with the VP/COOs and other leaders from across the five regions to amalgamate and integrate existing departments, staff and services, develop provincial policies and standards, increase efficiency, and enhance quality.
Transforming our health system is a collective responsibility. Senior leaders will be expected to play a variety of roles and adapt to changes as we progress through the process of integration. All senior leaders will share responsibility for culture which includes a commitment to safety and physiological wellbeing. Members of the Senior Management Team may be assigned responsibility for programs, departments, or projects within the organization, as determined by the COO.
Requirements of the Role
The ideal candidate will draw on 3-5+ years of experience at a senior leadership level responsible for one or more Support Services. Candidates must be able to demonstrate strong knowledge of healthcare operations, including facilities management, environmental services, security, food services, and transportation. Candidates should have a Bachelor's Degree in a Health or Business Related Disciple with a masters preferred. The successful candidate will have extensive credentials as a senior administrator, strategist, and policy developer and have exceptional communication skills both with internal and external stakeholders. The individual must also have demonstrated leadership ability, high ethical standards, integrity, effective engagement as a member of a team; the ability to facilitate and lead change; and commitment to the health care community and the organizational development, goals, and objectives of Newfoundland and Labrador Health Services.
