Horizon Health Network is seeking a strategic and collaborative leader as Manager of Budget and Business Planning. This role plays a critical part in driving financial performance and strategic decision-making across a $1.3 billion operating budget.

Reporting to the Regional Director of Budget and Business Planning, the Manager of Budget and Business Planning is responsible for leading the financial planning, forecasting, and performance analysis functions. This includes managing a team of analysts, delivering actionable insights to senior leadership, and supporting strategic initiatives through robust financial modeling and business case development.

The ideal candidate brings a strong understanding of healthcare operations, financial systems, and data-driven decision-making, with the ability to translate complex financial data into clear, strategic recommendations.

Essential Qualifications

• University degree in Business Administration, Commerce, Accounting, or a related field.
• Minimum of six (6) years of progressive experience in financial planning, budgeting, or analysis, including:
• Financial modeling and forecasting
• Budget development and performance reporting
• Staff supervision or team leadership
• CPA would be considered an asset

Written and spoken competence in English is required at an advanced level.

What you will do

• Lead the development of annual budgets, multi-year forecasts, and long-range financial plans.
• Manage monthly financial performance reviews, variance analysis, and executive-level reporting.
• Provide financial modeling and scenario analysis to support strategic initiatives and operational planning.
• Collaborate with clinical and operational leaders to align financial plans with service delivery goals.
• Oversee the development and review of business cases, ensuring alignment with organizational priorities.
• Identify and implement process improvements to enhance forecasting accuracy and reporting efficiency.
• Mentor and develop a team of financial analysts, fostering a culture of continuous learning and performance.
