POSITION SUMMARY:

Reporting to the CEO, the Manager of Finance (MF) will serve as an integral member of the Management team. The MF will be responsible for developing, implementing, and maintaining robust accounting practices that result in a comprehensive accounting and financial reporting system for the credit union. The MF in consultation with the CEO will also be responsible for the development, implementation, and maintenance of a risk management framework for the credit union including the areas of technology and cyber risk. The incumbent will provide effective leadership by recommending short-term and long-term objectives for the Credit Union and for implementing programs to achieve objectives through training, supervision and direction of staff, the incumbent prepares staff performance appraisals and administers the collective agreement to build a positive and effective working relationship between Management and employees.

RESPONSIBILITIES:

Strategy and Planning

As it relates to the accounting and finance, and risk and compliance services functions:

  • Advise the CEO and management team members on strategic operational objectives to align with the strategic direction of the credit union.
  • Serve as an operational management liaison to the Board, and relevant committees of the Board as requested by the CEO.
  • Participates at the Senior Management and Board level to manage the financial, planning and performance activities of the credit union, develops and evaluates strategies, reports trends and results to monitor and enhance growth.

Accounting and Finance

  • Responsible for preparation of the annual capital and operating budgets for the credit union.
  • Prepares financial statements in accordance with International Financial Reporting Standards (IFRS), interest spread reports, loan and deposit portfolio reports and other financial management reports.
  • Conducts quarterly financial analysis, including financial trends, variance reports, industry financial comparison and financial margins and ratios.
  • Oversees all payroll and related functions for the Credit Union.

Fund Management

  • Forecast cash flow positions, related borrowing needs, and available funds for investment.
  • Ensures that the credit union has an appropriate capital structure in keeping with regulatory requirements and industry best practices.
  • Manages the Credit Union's investments and assists with pricing of products and services.

Risk and Compliance

  • Participates in the development, implementation and maintenance of policies and procedures relating to accounting and financial statement reporting in keeping with international financial reporting standards, regulatory requirements and ensures compliance.
  • Coordinates all required external and internal audits.
  • Serves as liaison between the credit union and external and internal auditors as well as regulatory authorities.
  • In conjunction with the CEO responsible for the maintenance and testing of disaster recovery/business continuity program and procedures.
  • In conjunction with the CEO responsible for the assessment and maintenance of the Credit Union Enterprise Risk Management framework.
  • Compliance Officer of the Credit Union as it pertains to the compliance with requirements under the PCMLTFA.
  • Oversees the internal control function for security, money laundering, and operational controls for the credit union.

Information Technology

  • Supervising and working with the IT consultant, develops IT strategies to identify efficiencies across all areas of Credit Union operations.
  • In conjunction with the CEO ensure the effective management of the cybersecurity program and ensure it adheres to regulatory, insurance and operational requirements.
  • Oversee the deployment of IT infrastructure to ensure operations continue with minimal and limited interruptions.

Human Resources Development and Leadership

  • Supervises and coordinates the work of direct reports; provides feedback and coaching, and takes corrective action as required.
  • Prepares staff performance appraisals in adherence to the collective agreement and maintains positive working relationship between the employer and employees.
  • Assists in resolving escalated staff inquiries, complaints, or employee relations issues and recommends various personnel actions within the limitations of the Collective Agreement.
  • Identifies opportunities for succession planning, career development, training and education and recommends activities to be undertaken to develop branch strength.
  • Collaborates in the interview and selection process for direct reports and recommends hiring of personnel ensuring orientation and training programs are implemented and personnel records are maintained.

Member/Board & External Relations

  • Build and maintain good relationships with all stakeholders including (but not limited to) the CEO, Board, Management team and staff, members, partnering agencies, etc.
  • Support and participate as required in community events that promote the Credit Union.
  • Represent the credit union with members, regulatory agencies, trade associations, community and civic organizations, the financial community, and the public.

HIRING QUALIFICATIONS:

As the ideal candidate, you will have successfully completed a Bachelor's Degree with an emphasis in Business or Commerce, preferably with a CPA designation plus have 6-9 years' experience in progressive leadership positions at a financial institution, or equivalent combination of training and experience.

SKILLS:
In addition to the above, this role requires a strong business acumen, excellent judgment and creative problem-solving skills including negotiation and conflict resolution along with a strong knowledge and comfort with information technology. The incumbent should be able to work collaboratively, have exceptional oral and written communication skills and be adept at managing people in a unionized and regulated environment.

LOCATION:

The position is located in St. John's, NL, a small city with all the amenities of a big one. We have a vibrant arts and entertainment community, a great nightlife and well-maintained hiking and mountain biking trails.

COMPENSATION:
This is a permanent full-time position and has a competitive salary structure that will be commensurate with qualifications and experience along with comprehensive benefits package including participation in the Public Service Pension Plan.
