Buyer
We are currently looking for an experienced Buyer to work as a critical team member in the Finance department. You will be responsible for identifying solutions, researching and sourcing of goods and services required for injured workers and WorkplaceNL. You will be responsible for the preparation and evaluation of required Open Calls, Limited Calls, and Quotes. You will also be responsible for maintaining good vendor relations and monitoring for compliance to the provision of the required goods and services and is also responsible for processing purchase requisitions from all departments and creating purchase orders. In addition, the Buyer will ensure that all purchases are made in the most efficient and effective manner to support continuous client service.

Some key responsibilities of the Buyer include:
- Reviews purchase requisitions from the departments, determines the appropriate vendor and pricing and issues purchase orders. Reviews and validates clinical and technical specifications prior to requesting quotes or issuing Open Calls or Limited Calls.
- Makes recommendations to the requesting department regarding the procurement of goods and services to ensure effective use of resources, compliance with policies, procedures, the Public Procurement Act, Regulations, and Policy, as well as related trade agreements.
- Conducts research, performs trend analysis and projects overall costs for various required goods and services.
- Enters contract, standing offer and tender prices into the WorkplaceNL's ERP System.
- Develops evaluation structure for bid evaluations, completes bid analysis spreadsheets, conducts cost/benefit analysis and prepares reports with recommendations.
Ideal Qualifications - Experience and an educational equivalency will be considered
- University degree in Commerce, or related. Completion of the Supply Management Training (SMT) program or equivalent, or completion or enrolment in the Supply Chain Management Professional (SCMP) designation program is considered an asset.
- Candidate should have three years of experience in purchasing, contract management, supply chain management or related field, including experience in writing technical specifications for Open Calls, Limited Calls and Quoting.
- Demonstrated superior analytical, problem solving and interpersonal skills.
- Demonstrated understanding and working knowledge of the Workplace, the Public Procurement Act and the Workplace Health, Safety and Compensation Act, 2022.
- Experience in negotiating the procurement of goods and services.
- Demonstrated ability to communicate effectively, both orally and in writing
- strong organizational and analytical skills along with the ability to work well within a team environment.

What success looks like in this role
- Demonstrating fundamental knowledge of the procurement of goods and services, ensuring compliance with the policies and procedures of WorkplaceNL and the Public Procurement Act, Regulations and Policy, with a client-centric focused approach;
- Continually seeking innovative ways to improve and streamline the procurement process, strategic sourcing and cost/relationship management; and
- Maintaining effective relationships with internal departments and requestors, as well as external vendors of WorkplaceNL.
