The Facilities group under the Policy and Information Management (PIM) division supports, manages the design, construction and renovations of all Department of Justice facilities with key focus on improving service delivery, accessibility, safety and security for Nova Scotians using these facilities.

The work includes the design and construction new buildings and renovations of existing justice facilities ranging in value from $1000 up to $100,000,000 and encompassing building types such as provincially owned and leased building occupied as regional Courthouses, Justice Centres, Correctional Facilities (jails), Justice Supports and Services Division offices, Legal Services Division offices, and the department's head office in Halifax.

About Our Opportunity

Under the direction of and in collaboration with the Manager of Capital Construction this position is directly responsible for the examination and implementation of the Department of Justice project requests across the province.

This involves the development of building programs, budgets, designing and producing drawn and written architectural documentation for internal client review and approval, and recommendations for, or use of, services provided by the Department of Public Works and external consultants, all leading to the completion of the project that solves Departmental client needs and space requirements.

Primary Accountabilities

Requirements of this position include an understanding of Architectural construction details, and specifications to ensure a safe, healthy and code compliant environment for staff and the various facilities users. In addition, a good knowledge of project management and facilities maintenance is required.

The key responsibilities are as follows.

  • Prepares presentation drawings including plans, elevations, sections and perspectives by CAD for the purposes of client discussion and approval.
  • Reviews and provides verbal and written commentary on the intermediate and final submissions of design and contract documents prepared by consultants to confirm accomplishment of project objectives and compliance with Department design requirements manual as well as Provincial codes and regulations.
  • Determines the required scope of consulting and/or construction services for completion of the project, provide direction and descriptions of project scope, timeline and budget to the Department of Public Works (DPW) and/or other service providers (e.g. landlord's design consultants).
  • Review on construction sites, involvement with consultants and contractors making decisions on issues related to the work at hand, integrating the work of consulting mechanical, electrical and structural engineers and ensuring that all design and construction is carried out fully and under defined Departmental requirements.
  • Report on the progress of construction of projects to internal clients and the Manager of Capital Construction.
  • Ensure that final move-in and accommodation of the client group is successfully achieved.

Qualifications and Experience

You have completed an Architectural Design and Technology diploma, or an Architectural Engineering Technician diploma or similar, and Eight (8) years of related experience in designing and detailing of architectural projects. An equivalent combination of training and experience will be considered.

You must:

  • Have experience working with Architects, Engineers, Design Consultants, and Contractors
  • Proficiency with the use of AutoCAD and MS office (highly required).
  • Thrive in fast-paced conditions and quickly adapt to competing priorities, contentious issues, and challenging deadlines; and be highly collaborative to strive towards achieving successful project outcomes while exemplifying the Department's values in all aspects of your work.
  • Experience in performing activities during the design, construction, and post-construction stages such as field review of construction activities, review of submittals, as well as Built drawings and advanced experience with working with other Staff using a Collaborative Team Approach.
  • knowledge of project management principles and techniques.

As the ideal candidate, you have:

  • Superior skills in Construction Documents, Architectural Detailing and Specifications
  • A general knowledge of the Nova Scotia Building Code, Nova Scotia Energy Code as well as typical architectural design standards
  • Having membership in a Canadian recognized Association or qualify for certification by a Canadian Technical Association and coordination and preparation of project specifications is an advantage.
  • Experience in facilities management and knowledgeable on general office move-in and move-out process.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:

  • A related Architectural Engineering or Architectural Engineering Technician Diploma and 8 years of related experience.

Working Conditions

This position is mainly performed at a desk in an office environment with field work as required. Field work may include condition assessment of existing buildings, reviewing contractor progress at construction sites, and will be subject to normal hazards associated with construction sites and working with or near heavy equipment are present.

This position will occasionally require travelling across Nova Scotia, therefore having a driver's license is an asset.

This position will require climbing, working at heights and/or working within confined spaces, and overtime may be required at times.

Salary Range: $2,574.66 - $3,008.06 Bi-Weekly
