JOB SUMMARY:
Reporting the responsibility of the Vice President – Learning Health System, the Director of Technology Operations, Telecommunications and Cybersecurity is responsible for planning, organizing, directing, controlling and evaluating all activities pertaining to technology operations, telecommunications and cybersecurity for their sector and the Network. They work with IT governance to support data management and oversee the proper operation of tools, licences and environment security in collaboration with our main partner: Service New Brunswick. This sector is dynamic and conscientious, and its purpose is to transform the obstacles faced by our internal clients into concrete, durable and innovative solutions through technology. It provides support to care and service providers as well as to planners, administrators and decision-makers based on standards and best practices. It carries out innovative analyses to guide actions and decisions. The incumbent must balance urgent requests with long-term needs identified on the IT roadmap. The incumbent will also have to develop and implement Vitalité Health Network's cybersecurity program to protect the information assets of the organization and comply with applicable legislation, policies and regulations. They will have to base their actions on current security best practices (or standards) for the industry. They will act as a knowledge base on cybersecurity for the Network and as a champion in promoting and managing the entire cybersecurity program, a program that balances security risks and operational needs, while being financially responsible. Its team of clever technophiles will be responsible for helping internal clients adopt a proactive and well thought out strategy designed to fight cybercrime and make use of the latest technologies and innovations. As a trusted advisor, the incumbent will examine threats, develop policies and improve the infrastructures to mitigate the impact of cyber incidents and protect the Network's activities and reputation.
REQUIREMENTS:
- Bachelor's degree in computer science or in a related field (or a combination of training and experience deemed equivalent).
- CISSP, CISA and CISM or other relevant certifications.
- Master's degree in a relevant discipline (management, computer science, etc.) an asset.
- Minimum of 10 to 12 years' experience in computer science, including:
- At least 5 years managing teams with various technology profiles;
- At least 5 years in the delivery of security and confidentiality services;
- At least 5 years developing and implementing cybersecurity services and solutions.
- Experience in the development and delivery of cybersecurity services (e.g. EMR, PCI standards, penetration testing, readiness assessments, cloud cybersecurity risk assessments, incident response or computer forensics, protection of essential infrastructures [NERC-CIP standards]).
- Experience designing, configuring and implementing technology-based controls.
- Very strong experience with the various systems that make up the technology infrastructure (servers, networks, storage, virtualization, cloud platform, telephony, etc.).
- Experience managing several project teams, and previous experiences in large-scale project management, implementing and monitoring software packages.
- Practical experience in implementing and overseeing Agile and Lean service delivery teams.
- Spoken and written proficiency in both official languages.
- Understanding of the compliance to laws and regulations pertaining to security and confidentiality (e.g. OSFI, Interac, PCI standards or PIPEDA).
- Understanding of IT security and governance frameworks, such as ISO standard 27001/2 and COBIT.
- Excellent understanding of cybersecurity services (penetration testing, vulnerability assessments, EMR, PCI standards, etc.) and solutions (next-generation firewalls, intrusion prevention system, two-factor authentication, SIEM, networking, etc.), including design, configuration and installation.
- Expertise in and ability to get involved in the preparation and presentation of major IT project business cases and in the strategic planning of IT development corporate directions pertaining to business processes.
- Proven ability to manage relationships with user managers to achieve organizational goals.
- Ability to mobilize resources and act as a change agent.
- Strong ability to develop human resources through career progression.
- Understanding of the mechanics of budgeting for expenditures and investments in information technology initiatives.
- Innovative spirit and openness to new ideas and solutions that could be implemented to improve the efficiency of the group and the organization.
- Ability to communicate complex information and concepts clearly and to be persuasive when presenting various conclusions and ideas.
- Excellent facilitating and leadership skills.
- Excellent communication skills, in both oral and written French and English.
