This transformative program will redefine how Canada trains its pilots, Air Combat Systems Officers (ACSOs), and Airborne Electronic Sensor Operators (AES Ops) through a powerful blend of live flying, advanced simulation, and classroom instruction.
PAL Aerospace is seeking a dynamic and experienced Transition-In Project Manager to lead and coordinate all transition activities for PAL's scope of work for the FAcT Program. As part of this initiative, PAL will be transitioning to 402 Squadron located in Winnipeg, MB to deliver ACSO and AES Op training, flight operations, and aircraft in-service support. This is a unique opportunity to be a civilian professional working side-by-side with the RCAF, contributing to a program that will shape the future of Canadian military aviation.
Duties and Responsibilities:
- Coordinate the setup, readiness and accreditation of flight operations in alignment with RCAF standards.
- Manage the implementation of a fully accredited Directorate of Technical Airworthiness and Engineering Support (DTAES) Acceptable Maintenance Organization (AMO) and ensure operational readiness.
- Oversee the seamless transition of Air Combat Systems Officer and Airborne Electronic Sensor Operator training development and implementation programs.
- coordinate RCAF operational test and evaluation process with stakeholders and ensure all systems, personnel, and infrastructure are in place for a seamless operational start.
- Lead site acceptance testing processes to meet regulatory and contractual requirements in accordance with work scope.
Project Planning and Coordination
- Develop detailed project plans, outlining project objectives, tasks, timelines, and resource requirements.
- Align transition activities with broader FAcT program goals and timelines.
- Coordinate and collaborate with various internal and external stakeholders to coordinate all faucets of transition activities.
- Conduct risk assessments and implement mitigation strategies to minimize project risks.
Budget and Resource Management
- Work with the Finance Team to manage project budgets, track expenditures, forecasting, and ensure cost-effectiveness throughout the project lifecycle.
- Allocate and optimize resources effectively, ensuring teams have the necessary tools, materials, and support to execute project tasks.
Regulatory Compliance
- Ensure projects adhere to regulations, safety standards, and quality guidelines.
Stakeholder Communication
- Act as the primary point of contact for stakeholders, providing regular updates on project progress, challenges, and milestones.
- Foster positive relationships with clients, suppliers, and internal teams to promote collaboration and effective communication.
- Maintain accurate and comprehensive project documentation, following PAL's Project Management Methodology, including project management plans, progress reports, and change control.
- Prepare detailed project reports for management review, summarizing project status, challenges, and achievements.
- Other duties as assigned.
Qualifications:
- Post-secondary degree or diploma in Business or a related subject, is desired
- PMP certification (active) from the Project Management Institute (PMI).
- Proven experience within defence, aerospace, and complex operational environments.
- Strong understanding of RCAF Operational Test & Evaluation (OT&E) processes, RCAF Technical Airworthiness, RCAF Operational Airworthiness, RCAF Investigative Airworthiness or RCAF Training systems is a significant asset.
- Five to seven (5-7) years of direct work experience in project management.
- Demonstrated success in project delivery and execution of project management methods, including the application of Earned Value Management.
- Demonstrated results-oriented approach to projects.
- Flexibility to adjust to shifting priorities and deadlines.
- Exceptional organizational, communication, and stakeholder management skills.
- Highly effective negotiation, diplomatic, and conflict resolution skills.
- Able to effectively communicate, both verbally and in writing, with all levels of staff, including technical, professional, and senior management.
- Able to build and maintain lasting relationships with business units, corporate departments, key managers, and other stakeholders.
- Strong knowledge of financial management, technology management, and internal controls.
- Strong problem identification and problem resolution skills.
- Ability to create and edit project documents, materials, and presentations.
- High level of proficiency with Microsoft Office Suite, SharePoint, MS Project, and Jama software.
Security Responsibilities:
Incumbent must be able to obtain the required level of Government of Canada Personnel Security Clearance.
