The Department of Health has an opening for an Executive Director of Addiction & Mental Health with the Community Care Division.
As the Executive Director, you will provide the leadership required to strategically plan, fund, and monitor Addiction and Mental Health programs and services, in collaboration with numerous stakeholders by:
- Being accountable for various services along a continuum of care, in collaboration with Regional Health Authorities and/or other partners, including community-based services, hospital psychiatric units, tertiary care hospitals/units, as well as contracted services providing care to people challenged with addiction and mental health problems;
- Developing and driving system transformation to meet key government policy and budget objectives;
- Ensuring that situational analysis and risk assessment take place for policy and program issues that could impact government, then developing solutions to mitigate such risks;
- Participating in planning and strategy development, providing leadership/direction, ensuring effective partnerships with stakeholders, and undertaking complex analysis;
- Monitoring and evaluating the performance of Addiction and Mental Health services to identify system strengths, challenges, and gaps;
- Prioritizing continuous system improvements and monitoring progress following the introduction of required enhancements.;
- Ensuring priority decisions are evidence-informed and respond to the most pressing issues;
- Participating in the collaborative development of performance indicators to assess program and service access, appropriateness, efficiency, effectiveness, safety, and equity;
- Lead, support, coach, mentor, and develop branch staff to perform at a high level while managing their respective complex files;
- Ensure a positive and healthy work environment that is conducive to staff development and the continued growth and sustainability of the organization;
- Plan and monitor the branch's budget, analyze variances/discrepancies, and take required actions to ensure compliance with budgetary limits;
- Represent the Department of Health on provincial and national committees for Addiction and Mental Health services, to provide the Province's perspective and share information;
- Lead provincial committees that guide systemic improvements of Addiction and Mental Health services along a continuum of care;
- Prepare and provide advice and recommendations to Department of Health Senior Management and other senior government officials on Addiction and Mental Health services;
- Prepare executive support materials such as briefing notes, correspondence, responses to inquiries, Memoranda to Executive Council's, etc.

Essential Qualifications:
- Master's degree in a health-related field, supplemented by certification and/or completion of Project Management training, and
- A minimum of eight (8) years of related experience, of which a minimum of 2-3 of years should be in managing staff.
- An equivalent combination of education, training and experience may be considered.
- Written and spoken competence in English and French is required. Please state your language capability on your application

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.
Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:
- Experience with, or knowledge of, Change Management methodologies and principles
- Knowledge of Research Methodologies, Principles and Practices
- Knowledge of and experience with the New Brunswick Healthcare system

Salary: $120,666 - $132,782 per annum (Pay Band 9)
