Horizon Health Network in beautiful New Brunswick is looking for a FEPM Manager Special Project and Engineering Support to join our team!

Horizon Health Network (Horizon) is seeking a detail-oriented, flexible, organized individual to join our team as a FEPM Manager Special Projects and Engineering Support. The ideal candidate will have experience seven (7) years of related work experience; including commercial/institutional construction and project management experience, with preference for Healthcare facility project management and construction.

Who you are

You have a worked in including commercial/institutional construction and project management experience, with preference for Healthcare facility project management and construction for a minimum of 7 years. You have experience in Construction Project Management and in applying and interpreting building codes, Healthcare standards, construction procurement, inspection and quality testing requirements, managing professional and/or unionized staff along with an understanding of healthcare building systems. You have a working knowledge proficiency level in Microsoft Office applications.

University degree in Mechanical Engineering and a Registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of New Brunswick is required. Consideration will be given to Electrical or Civil Engineering. Consideration may be given to applicants certified in good standing with NBSCETT (New Brunswick Society of Certified Engineering Technicians and Technologists) and who possess an equivalent combination of training and experience.

Seven Years of experience required related to this field.

Written and spoken competence in English is required at an advanced level.

What you will do

Manager Special Projects and Engineering Support is responsible for;

  • Managing and overseeing multiple projects and project teams, in order of priority, through the project life cycle, including project initiation, planning & design, construction execution, close-out, monitoring and control
  • Achieving project scope, budget, and schedule
  • Providing leadership and expertise to ensure accuracy and timeliness of critical project
  • Recommending resolution to complex issues involving multiple internal and/or external partners
    • Reporting regularly to the Director Facilities, Engineering and Property Management (FEPM)
    • Identifying issues to the Director for escalation and resolution
  • Ensuring an understanding and compliance of performance standards, with key stakeholders, while maintaining a safe working environment
  • Implementing and utilizing Horizon Health Network's preferred standards, materials, processes and protocols, and ensuring appropriate notification of deviations or anticipated deviations
  • Horizon wide engineering support and advice to FEPM colleagues.
  • Project planning and scheduling. Creating project schedules and interpreting schedules provided by outside contractors/suppliers.
  • Working with stakeholders and users to develop project scope.
  • Responsible for writing the technical and building / facility related section of RFP's. Site preparation and installation of equipment entails investigation of existing site conditions and ensuring architectural, mechanical, electrical and structural information is contained in and communicated clearly in the RFP document.
Duties include, but are not limited to:
  • Project management of construction projects creating and executing internal project work plans, timelines and revising as appropriate to meet changing needs and requirements
  • Coordinate appropriate Project User Leads and resources to provide input on behalf of Horizon Health Network through all phases of the project through to Project Close-out
  • Represents the interests of Horizon Health Network through all phases of the project balancing project budgets and approval of expenditures
  • Resolving and/or escalating issues in a timely fashion
  • Development of communication plans, risk management strategies, preparation of project schedules
  • Managing and overseeing the contractor/vendor procurement and contract administration, monitoring the construction progress, preparation of regular status updates
  • Ensuring project documents are complete, current, and stored appropriately
  • Implementing, managing and tracking project changes and interventions to achieve project outputs while maintaining scope; which includes providing feedback to the project team regarding expectations and scope management
  • Developing a collaborative approach and change management strategy for each project
  • Monitoring and reporting on progress of the projects to the Director as well as all user group stakeholders including problems and solutions
  • Maintaining awareness of new emerging technologies and the potential application to all projects

The following operational requirements are also required: variable hours and on-call rotation which may include working evenings and weekends.
