Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Vice President, Organization Support and Readiness this is a senior level leadership position that is responsible to lead staff, support systems and special program requirements for the provincial EHS system. Major components of this position include development, implementation, ongoing maintenance and establishing service direction for all aspects relating to; EHS/EMC physical resources, procurement, materials management, business continuity and EHS special programs. The fundamental management skills required include demonstrated leadership, planning, organizing, directing, empowerment, and motivating staff.

Key aspects of this position include developing and maintaining optimum system support service delivery with a focus on improving and sustaining consistent best practices in respect to; departmental policy development; integration and collaboration with other EMC Divisions and Departments, leading system responsibilities pertaining to procurement, asset management, fleet management, facilities management and business continuity. . Building and maintaining positive relationships with external partners such as EHS/ DHW, Tri-Star Industries, facility Landlords and other healthcare system partners and vendors. In conjunction with the Vice President this position leads all departmental budgeting including budget maintenance, forecasting, monitoring of fiscal responsibilities, Corporate Visa monitoring and compliance.

As a key member of the senior management team this position will maintain, develop and grow the departments business and operational functions including linking strategic growth objectives to day-to-day operations.

DUTIES AND RESPONSIBILITIES:
The position entails, but is not limited to the following:

Fleet/Physical Resource Management:
• Oversees the development and management of all existing EMC Fleet policies and procedures to ensure they are relevant and understood by all fleet staff.
• Responsible to employ the EMC HR Performance Management Program with all fleet staff and follow and adhere to and educate fleet staff on all related HR processes and policies.
• Provides oversight and assistance to the Fleet Manager liaising with Tri-Star Industries fostering and maintaining a positive professional relationship with the EHS system vehicle manufacturer.
• Holds overall EMC responsibility for the functional management and positive professional working relationships of the EHS/EMC Fleet Management and Contract Management Committees.
• Oversees the management of the EHS system vehicle quality assurance program with the vehicle manufacturer Tri-Star Industries and co-chair the monthly EHS Fleet Quality Committee meetings.
• Oversees the management of the Tri-Star Industries EHS system vehicle Customer Owned Equipment (COE) inventory on behalf of EHS.
• Oversees the management of all EHS / EMC vehicle collisions including documentation, insurance adjustment processes and damage repair management.
• Oversees the management and ensures fleet readiness for all EHS system vehicle fleet spares.
• Oversees the management of all EHS / EMC system vehicles and ensures they are repaired and stocked in accordance to EMC and EHS Fleet Policy and Procedures at all times.
• Oversees the management of Fleet best buying practices through consultation and guidance provided by Corporate Procurement and Finance departments.
• Oversees the development of an in-house fleet quality assurance audit program centered on EVT and SST workmanship, productivity and established best practices.
• Oversees the management of direct reports leadership expectations by participating, supporting and ensuring accountability for all initiatives that foster a culture of patient safety and a safe work environment.

Procurement / Asset Management:
• Oversees and monitors the overall Logistic Department to ensure established service direction, building of staff capabilities, and staff development through the ongoing Performance Management process that relate directly with the Logistics SSTL's, Vehicle Transporters, Materials Management team and Receptionists.
• Oversees and ensures that customer/patient service is a priority and has a solid understanding of the system requirements and applies good solid decision making skills pertaining to system resource management.
• Provides leadership oversight and direction to the Manager, Logistics & Materials Management on a daily basis in building capabilities, implement changes to improve service levels and maintain relationships with stakeholders. This includes site visits, regular touch points, coaching, discipline; navigating EFAP, OHS, Health & Wellness, payroll and managing performance, goals and expectations.
• Demonstrates leadership skills and a high level of technical / operational competence in the areas of provincial procurement, inventory asset management, base facility lease / maintenance, and equipment standards.
• Oversees, monitors and evaluates the budget (~$4M) and budgetary controls and management oversight of the Provincial medical supply, medical equipment, medications, narcotics and provincial facilities budgets.
• Oversees, monitors and evaluates the decisions and actions which have a direct impact on the organization procedures, cost control measures and increased efficiencies in the areas of procurement (equipment, medical supplies) system inventory assets.
• Oversees, monitors and evaluates all aspects specific to EMC's contract requirements in respect to EHS Crown Asset Management of inventories relating to Ambulances, Support Vehicles & Trailers, Medical Equipment, Stretchers, Radio Communication Equipment, E-PCR Tablets, Defibrillators and Facility Furnishings / Office Equipment.
• Oversees and monitors a company-wide supply policy and stock inventory management system based upon current existing EHS Crown Assets.
• Oversees and monitors the collaboration with the Performance & Development department in medical equipment standards logistics and decision making.
• Oversees, monitors and evaluates the EMC Equipment Standards Committee and all subsequent duties and responsibilities associated with Equipment Standards.
• Oversees, monitors and evaluates all system procurement, medical supply orders review processes according to established max guidelines.
• Oversees and or completes all daily, weekly, monthly and annual reports as required by the Vice President.

Facility Management:
• Takes a lead role in consultation with the Vice President, Organizational Support and Readiness in the overall management of EMC Facilities which includes but not limited to: leases, lease renewals, new facility development, maintenance repair oversight, facility efficiency program plan and associated facility reporting both contractual and company required.
• Oversees, monitors and evaluates the decisions and actions which have a direct impact on the organization procedures, cost control measures and increased efficiencies in the areas of facility management processes.
• Oversees and monitors the "ready state" of system stations within the province in accordance to EMC/EHS policy and procedures.
• Takes a lead role in developing, maintaining and promoting energy efficiencies within EMC facilities.

External:
• Maintains relationships with Health Authorities and government departments
• Special Event Resource Requests for community functions, demonstrations that involve the authorization for use of crown assets.
• Works collaboratively with Medavie EMS for the sharing, coordination/integration of the Disaster plans and Business Continuity plans for all Medavie companies.
• Communications with outside agencies and stakeholders.
• Informal member on all provincial EMO planning committees.
• Public/community meetings with Community Stakeholders and councils, when required.

Other Responsibilities:
• Drives employee attraction, retention, and engagement strategies for Organizational Support and Readiness consistent with our commitment to employee engagement.
• Review and monitors the effectiveness of the Organizational Support and Readiness team services and processes and financial management to ensure they are both effective and efficient.
• Oversees the development and implementation of System Support strategic business plans.
• Ensures that all functions and individuals responsible for delivery are performing at the highest standards.

QUALIFICATIONS AND REQUIREMENTS:

Education / Experience:
• Minimum seven years' experience working in Emergency Medical Services (EMS) or equivalent Health Administration field.
• Minimum five years in a progressively responsible supervisory/managerial position as it relates to; process improvement, strategic planning, data gathering, outcome evaluation, project management, coaching and/or mentoring.
• Post-secondary education from an accredited college or university with a degree or diploma in business or health administration is considered an asset, or equivalent experience.
• Possesses a valid Nova Scotia Motor Vehicle Class 5 driver's license in good standing.
• Has a solid understanding of the ambulance industry and various business functions such as EMS operations, fleet, facility management, human resources, finance, inventory control, SSP, and CQI.
• Solid managerial/supervisory experience and formal business training an asset.
• A thorough knowledge of Canadian health and emergency management models, federal and provincial legislation, federal EP programs/departments, and public safety programs.
• Experience in business management considered an asset.
• Experience with strategic and business planning processes considered an asset.
• Experience in championing excellence in customer/patient service considered an asset.
• Prior experience in budgeting and budget management is a requirement.

Knowledge & Skills:
• Solid understanding of the ambulance industry and associated business functions such as EMC Operations, Finance Planning, Finance Budgeting and Materials Management Supply Chain processes.
• Knowledge and/or expertise in EMS management, information technology, finance, and human resources considered an asset.
• Solid leadership abilities with a strong focus on team building and staff engagement.
• A strong sense of teamwork, presenting a professional image and exhibiting a solid work ethic.
• Experience in championing quality initiatives across multiple and diverse organizations.
• Able to work comfortably with management and outside partner agencies.

PHYSICAL REQUIREMENTS:

The employee will spend various periods of sitting, standing, walking, crouching, lifting, and/ or carrying light objects. Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting. Employee will be reading data or inputting data, report writing, operating a word processor, computer, calculator, and talking on the telephone. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels.
