I. Scope and Summary of Primary Responsibilities

Under the direction of the Director, Policy & Workforce Development, this position is responsible for the day-to-day planning, delivery, and administration of the Building Futures for Youth (BFY) program, specific to Mainland regions of Nova Scotia. This position is responsible for coordinating with key partners to ensure the effective delivery of all stages of the program.

II. Essential Duties & Responsibilities

This position entails, but is not limited to the following:

Operations/Program Delivery:

  • Coordinate with key staff of the NS Department of Education, NS Apprenticeship Agency, NSCC, local school boards and other applicable program stakeholders, to successfully operate the BFY program.
  • Schedule, coordinate, and communicate program events and stages with all stakeholders.
  • Develop, update, and ensure completion of required program materials, forms and supporting documents in collaboration with the Director of Policy & Workforce Development.
  • Maintain accurate and up to date records of student participation.
  • Development of Alumni program:
    • Engaging with alumni after BFY graduation and include incentives for alum to keep in contact.
    • Develop mentorship relationships between alumni and current BFY students.
    • Establish a database of alumni and connect with past employers to cross-reference hires.
    • Extend supports for formal apprenticeship.
  • Frequent travel to schools for career fairs/events/site visits in designated regions as required.
  • Facilitate and deliver effective presentations and presentation materials for high school aged students to promote careers in construction and program involvement (in assigned regions).
  • Maintain program videos on relevant content and liaise with Marketing/ Communications (MARCOMM) department.
  • Identify needed program promotional items with MARCOMM who will procure.
  • Coordinate with school board staff and industry representatives to formally interview and evaluate program applicants (in assigned regions).
  • Coordinate with school board staff to host and facilitate parent information sessions for successful applicants (in assigned regions).
  • Coordinate with NSCC to develop, facilitate and deliver useful and engaging workshops and workshop materials on the topic of workplace expectations for successful applicants (in assigned regions).
  • Ensure student, employer, and partner compliance with construction industry safety standards.
  • Respond to program-related enquiries or requests whether by email, in person or over the telephone.
  • Complete regular program evaluations with guidance from MARCOMM and Director of Policy & Workforce Development.

Industry Engagement:

  • Contact and follow-up with NS construction industry employers with purpose of educating and promoting participation in the BFY program (as directed).
  • Secure employment for BFY students.
  • Facilitate wage subsidy (as directed).
  • Support other industry engagement activities (as directed).

Relationships:

  • Works collaboratively with other departments as required, including program partners, parents, internal/external stakeholders as determined through ongoing program development.
  • Builds relationships with board and committee members, business representatives, school officials, and other internal and external stakeholders.
  • Participates in committees and team meetings as required.
  • Is point of contact for:
    • BFY applicants, participants, and supporting teachers identifying, managing, and escalating potential risk conflict, etc.
    • Youth Pathway Consultants
    • NS Construction Employers (as assigned)

Decision Autonomy:

  • Works within Construction Association of Nova Scotia (CANS) policies, procedures, and strategic plan, but has latitude in making decisions on routine tasks; able to identify, consider, and manage the implications of any change process as it relates to the role, including the wider impact on CANS, in discussion and with approval of the Director of Policy & Workforce Development.
  • Consults with Director, Policy & Workforce Development on issues that are more complex and require upper-level approval or guidance.

Leadership:

  • Works independently with little supervision, on a daily operational basis.
  • Takes initiative to keep abreast of issues related to the construction industry.
  • Maintains a positive attitude focused on total organizational success.
  • Is aware of and works within all brand standards.
  • Consults with CANS Senior Management as necessary to ensure Program integrity.
  • Identifies and brings forward opportunities for program expansion/cross program alliances and seeks appropriate approval before commencing new initiatives.

III. Qualifications

Knowledge and Skill Requirements:

  • Intermediate computer skills. Competent in the use of Microsoft Office Suite.
  • The ability to effectively understand and interpret complex written materials.
  • Excellent oral and written communication skills.
  • The ability to produce high quality written materials.
  • The ability to develop and deliver effective presentations.
  • Strong attention to detail.
  • Highly developed organizational and time-management skills.
  • Strong interpersonal skills.
  • Strong research and capacity-building skills.
  • Familiarity with local labour markets and human resources issues for employers, particularly in the construction industry.
  • Basic knowledge of the general structure and organization of the non-residential construction industry.
  • Basic knowledge of local construction industry safety standards.
  • Basic knowledge of post-secondary training institutions, the educational system in Nova Scotia, curriculum development and career planning would be an asset.

Experience and Education:

  • Post-secondary degree with a diploma or concentration in a related field.
  • OHS & WHMIS certified.
  • Experience working in a team focused environment.
  • Experience in the non-residential construction industry would be an asset.
  • Experience working with high school aged students, young adults, parents/guardians, would be an asset.
  • Experience working with various stakeholders, including community groups, business representatives, educators and government agencies would be an asset.
  • Experience in an office environment operating basic business equipment including scanners, printers, LCD projectors and photocopiers would be an asset.
  • Experience in program management would be an asset.
  • A valid driver's license is required.
  • A Vulnerable Sector Check is required.

IV. Working Conditions

  • Predominantly indoor office or school environment.
  • Regular travel required.
  • Regular overnight travel as required.
  • Regular early morning, evening or weekend work as required.
  • Sitting for extended periods of time at a desk or driving a car.
  • Frequent work-related interruptions.
  • Occasional exposure to potentially hazardous work sites.
  • Occasional light lifting to 50 lbs as required.
