The Environmental Science and Protection Division is responsible for the environmental review of major projects and monitoring the air and water resources of New Brunswick. It provides scientific assessment and environmental protection advice and reports on the state of the environment; develops programs and policies; and provides technical, scientific and engineering support. This includes interpreting, evaluating and maintaining awareness of research and developments in environmental health issues and initiatives on behalf of the department. The division consists of the Environmental Impact Assessment Branch, the Air and Water Sciences Branch and the Healthy Environments Branch.

The Department of Environment and Local Government provides integrated stewardship through planning and management of land use, and waste management issues. It ensures effective enforcement of, and compliance with, environmental legislation and regulations and provides effective consultation and liaison with local governments, regional service commissions and Rural Districts on governance related issues.

What you will do? Reporting to the Director of the Air and Water Sciences Branch, the successful candidate will be responsible for the following:

  • work collaboratively and develop partnerships with other government departments, research institutions, and non-governmental organizations to lead, coordinate, develop, plan, and manage environmental science and engineering projects, policies, and programs.
  • maintain a global understanding of emerging hydrologic science issues.
  • oversee the provision of scientific and engineering support and advice, policy and standards development, and training to the department and its partners.
  • manage and participate in Federal/Provincial/Territorial/State committee work, and the development of MOUs and agreements towards the goal of harmonizing environmental activities across jurisdictions and supporting service requirements for the Province.
  • management of the provincial River Watch Program, including planning, hosting and/or facilitating workshops with colleagues from the NB Emergency Measures Organization, NB Power, Environment and Climate Change Canada and various US Agencies.
  • develop and manage regular planning, project budgets and schedules, prepare requests for proposals and contracts.
  • support staff through planning, organizing, directing, setting performance objectives, evaluating performance, providing advice, coaching, mentoring and support, as well as providing motivation and direction as related to strategic alignment with GNB priorities.
  • provide advice to the Director and Assistant Deputy Minister on matters relating to flood and flow forecasting, flood hazard mapping, drought, and various other hydrologic developments.

Essential qualifications

  • A Bachelor's degree in a related engineering or science field with six (6) years of related work experience, including two (2) years in a managerial capacity involving human and financial management responsibilities; OR
  • A Master's degree in engineering or science related fields and a minimum of five (5) years of related work experience, including two (2) years in a managerial capacity involving human and financial management responsibilities.
  • Specialized subject matter expertise and knowledge in areas of water resources, hydrogeology or hydrology.
  • General knowledge of assessing the impacts of climate change.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Asset Qualifications
Preference may be given to candidates that demonstrate one or more of the following asset qualifications:

  • Proficiency using Microsoft Excel.
  • Demonstrated experience in public engagement and relationship development.
  • Demonstrated experience in facilitating public meetings and groups.
  • Comprehensive understanding of the effects of a changing climate on the natural environment.
  • Knowledge of databases and online data management.
  • Experience in the use of Geographic Information Systems.

    Wage
    Pay Band 6: $2,947 to $3,920 bi-weekly, based on 36.25 hours per week

    Work environment

    • Office location: 20 McGloin (Marysville Place), Fredericton.
    • Standard hours of work: Monday - Friday, 8:15-4:30 (office schedule)
