Position Overview:
The Saint John Region, through the Fundy Region Services Commission (FRSC), is partnering with the City of Moncton to host the Canada Games in summer 2029. One of the primary venues for the Canada Games will be the Canada Games Aquatic Centre (CGAC), a regional facility. The City of Saint John is seeking an experienced Project Manager with a construction management background to oversee the upgrades and improvements to the CGAC, along with other regional facilities, to meet the requirements of the competition. This temporary position is for a term of approximately four (4) years.
Overview:
Reporting to the Director of Asset Management and Environmental Performance, the Project Manager will oversee all aspects of construction projects for the Canada Games Aquatic Center Renovation from initiation to completion, ensuring they are completed on time, within budget, and to the client's satisfaction. The Project Manager will be required to collaborate with various stakeholders, including the design team and contractors, manage resources, and implement plans to achieve project goals.
Key Responsibilities:
- Planning and Execution: Develop project plans, schedules, and budgets, and ensure their effective execution.
- Resource Management: Manage personnel, materials, and equipment to optimize project efficiency.
- Stakeholder Management: Communicate effectively with clients, architects, engineers, contractors, and subcontractors.
- Budget Management: Monitor project costs and ensure adherence to the approved budget.
- Quality Control: Ensure projects meet quality standards, safety regulations, building code requirements, and contractual requirements.
- Risk Management: Identify and mitigate potential risks that could impact project timelines, budget, or quality.
- Problem Solving: Address and resolve issues that may arise during the project lifecycle.
- Contract Negotiation and Management: Negotiate and manage contracts with subcontractors and suppliers, including procurement processes.
- Reporting: Report to the Steering Committee bi-weekly, providing regular oversight of the project and its progress in terms of timeline, budget adherence, and milestone achievements.
- Documentation: Ensure quality standards and appropriateness of engineering plans, drawings, and construction specifications in compliance with all statutes, regulations, recognized quality standards, and certificates of approval to operate. Maintain accurate records of project progress, changes, and expenses.
Additional Responsibilities:
Additionally, the Project Manager will be responsible for the following by working with the various regional facilities managers and the City of Saint John:
- Lead the renovation design and construction for major capital projects of the TD-Station, Trade & Convention Center, as well as the Carnagie Building.
- Develop short- and long-term capital projects for the regional facilities. This includes needs assessments, identifying potential projects, and developing detailed plans for implementation. Capital projects should be evaluated based on their impact, cost, risks, and potential to improve services or address regional needs.
- Develop, review, analyze, forecast, and report on capital budgets of the regional facilities.
- Develop and implement energy and cost-saving measures to help reduce operating costs and GHG emissions.
- Prepare and secure funding from various government agencies and organizations.
- Prepare and provide presentations and reports to the Fundy Region Services Commission (FRSC) and Saint John Common Council.
- Lead the development of the asset management program of the regional facilities.

Essential Qualifications:
Education:
- Post-secondary degree in Engineering, or equivalent combination of education and experience, is required.
- Professional Engineer (P. Eng.) is considered an asset.
- Formal training and certifications in project management from a recognized institution is considered an asset.
Experience:
- Minimum of 7 years of experience in project and construction management related to large commercial, municipal, or institutional building retrofit industry.
- Considerable experience in overseeing and managing complex capital projects and budgets, long-term program and strategic planning, establishing, measuring, and reporting project performance.
