The Manager of Infrastructure Planning - QEII Redevelopment will work in collaboration with the QEII Redevelopment Planning Team to deliver on the redevelopment of the QEII Health Sciences Centre. The QEII Redevelopment Project will focus on the QEII Halifax Infirmary Campus, located in Halifax NS.

Build Nova Scotia (BNS), has responsibility for the project execution of the QEII Redevelopment projects. The Manager, Infrastructure Planning - QEII Redevelopment will support the Director, Infrastructure & Planning - QEII Redevelopment in their role as the functional planning & construction execution leader along with NSH & BNS leadership. This will include taking a leadership role on various project processes such as infrastructure planning & developing construction implementation plans with the design team to mitigate potential project risks. Numerous processes and strategies are being developed & executed as the project grows. The Manager, Infrastructure - QEII Redevelopment will be expected to develop the strategies, implement them, assess their impact, and adjust as required.

Responsibilities

Lead the NSHA team in infrastructure planning for various project components; accountable to gather input from the NSH subject matter experts in a timely fashion

Participate in procurement processes such as evaluating consultant & vendor proposals.

Member of project team(s) for various project components; represent the infrastructure aspect on all project & process teams.

Responsible to obtain the appropriate NSHA subject matter expert & senior leadership approvals at various stages (i.e. completion of detailed design).

Lead the development & implementation of various project management process strategies

Support business case development of project options in conjunction with a financial analyst.

Manage budget stewardship in conjunction with BNS.

Support the Director, Infrastructure & Planning in their BNS liaison function.

Participate in Operational Readiness Planning.

Participate in the development of the NSH Master Planning exercises.

Member of project team(s) for various project components; (i.e. Coordination of FF&E Infrastructure Requirements).

Assist with the preparation of progress reports for VP/CFO to be used in Board, Executive and government status updates

Assist in risk identification and monitoring process for all NSH interests in the QEII Redevelopment initiative

Support to the clinical Senior Director - QEII Redevelopment and Director, Infrastructure & Planning - QEII Redevelopment.

Support all NSH support service functional programming & planning teams.

Qualifications
  • Registered Professional Engineer in a relevant discipline or approved equivalent.
  • Healthcare infrastructure project experience will be a major asset.
  • Project Management Professional certification.
  • Bachelors degree in engineering or related field. Masters degree in Business or Engineering is a significant asset.
  • Experience of 5 to 7 years in a leadership role in large project management.
  • Experience leading a wide range of complex projects and stakeholder teams, committees, etc.
  • Strong interpersonal skills and consultation within a diverse range of stakeholder teams.
  • Strong budgeting and project estimating skills.
  • Proven record of success working with staff, contractors, and clients.
  • Proven ability to apply quality management principles and processes.
  • Ability to apply risk assessment and management principles and processes.
  • Strong communication, planning, presentation and organizational skills.
  • Win/win conflict resolution skills.
  • Ability to build and maintain effective working relationships with staff, other departments, consultants, contractors, and other stakeholders.
  • Significant professional experience and competence in building operations and facilities management.
