About Our Opportunity

The NSPHA is seeking a Senior Policy Analyst to work in the Corporate Services office in Halifax to support the implementation of the NSPHA operational policy framework. Reporting to the Manager, Corporate Policy and Strategy, the Senior Policy Analyst will take a lead role in the review, development, and evaluation of policies for the NSPHA.

The Senior Policy Analyst, in collaboration with internal and external stakeholders, will recommend new policies and procedures that are aligned with current housing priorities and research that will support successful outcomes for public housing clients.

The Senior Policy Analyst will prepare briefings for senior management and support the development of corporate reports, including the Strategic Plan, the Business Plan, and the Accountability Report. The Senior Policy Analyst will also be called upon to assist in the administration of committees, including staff-level working groups and the Appeals Committee.

Responsibilities

• Produce qualitative and quantitative research, analysis, measurement, and evaluation of complex policy issues to provide strategic advice to senior leadership.
• Provide policy advice and prepare, coordinate and assure quality control for submissions to Executive Council and Finance and Treasury Board, as well as briefing materials and binders for the Minister, Deputy Minister, and Premier.
• Manage strategic projects and initiatives that involve the development of effective working relationships across a variety of levels/work units and regional staff.
• Support corporate preparation of business plans aligned with the Government's strategic housing priorities and accountability reports that monitor and document achievements, track and measure outcomes to assure good governance of public housing.
• Provides advice on the development of public housing operational priorities by promoting broad dialogue among stakeholders to address key issues; undertaking environmental scanning to identify emerging trends; researching current practices and promoting the involvement of regional staff in the identification of strategies that ensure our goals are realized.

Qualifications

• Post-secondary degree in a related field, such as public administration, economics, business, communications, social sciences, or statistics; or an equivalent combination of education and/or experience.
• Previous experience in a related position that includes developing and analyzing policies and/or programs.
• Progressive experience in the planning, development, and implementation of policies and/or programs. Including leading, monitoring, and overseeing policy and/or program initiatives.
• Sound judgement and initiative exercising autonomy in drafting policy recommendations.
• Excellent communication skills and experience providing advice to senior leadership.
• Experience working collaboratively across inter-organizational working groups.
• Advanced research skills, analytical thinking and problems solving skills.
• Strong foundation in statistics and statistical visualization.
• Experience leading strategic projects and initiatives.

Assets

• Experience in policy development, monitoring and evaluation.
• Understanding of housing issues and priorities.
• Project management experience.
• Data management experience.

Salary Range: $74,441.14 - $96,773.75 annually
