Halifax Water is hiring for the job of Manager of Finance in the Corporate Services Department. As a key member of the Corporate Services team, the Manager of Finance will be responsible to create the funding plans for capital budgets and develop the operating budgets. The incumbent will provide leadership and technical expertise in developing and preparing rate applications and rate strategies to create long term sustainable and affordable rates. The Manager will be responsible for all aspects of the forecasting and budgeting process, including training and supporting the budget managers, analyzing information, and developing strategies to address financial challenges. As administrator of the defined benefit pension plan, the Manager will provide services and information to pensioners and employees, support actuaries, the external administrator, the auditor and HRM to ensure financial information and audits are completed and presented on a timely basis, transactions are accurately recorded, benefits to pensioners are accurate, financial statements are prepared and there is a strong relationship to the Superintendent of Pensions.
As the Manager of Finance, you will:
- Be a self-motivated, driven individual who has a passion and demonstrated ability to lead the annual operating budget cycle, including development of the operating budgets and funding strategies. Review, analyze, provide, and receive feedback on budget issues with budget managers and the Executive Team.
- Be part of Halifax Water's management team acting as a resource to other departments delivering business solutions that aligns with corporate strategic objectives. Effectively develop strategies and recommend options to deal with risks and challenges identified in preparing the operating budget.
- Ensure the integrity of the annual pension plan financial statements, ensuring accurate and timely information and reporting for internal and external stakeholders and presenting financial statements and other reports to Halifax Water committees and the Board.
- Be a leader in developing long term financial strategies, rate applications to the NSUARB, and rate structures provide required revenues in an affordable and sustainable manner.
- Be the subject matter expert maintaining current knowledge and awareness of pension administration best practices, technology, and industry developments.
- Post-secondary degree in business, public administration, or related field, as well as a professional accounting designation (CPA, CA, CMA, CGA) or a suitable combination of formal education and experience may be considered. An accounting designation (CPA) is required within 2 years of employment.
- Five years of broad and progressively more senior experience in financial management and general office administration, preferably in a utility or customer-oriented operation, preferable at a Supervisory level.
