Housing Nova Scotia (HNS) is working to advance the objectives of the National Housing Strategy and has developed a 3-year Action Plan. HNS is the provincial government agency responsible for the administration and delivery of affordable housing solutions for low-to modest income Nova Scotians. Through its five regional Housing Authorities, HNS provides more than 11,500 safe, affordable homes as part of its Public Housing program to more than 17,000 seniors and families. Housing Authorities manage the day-to-day operations of Nova Scotia's public housing stock.
About Our Opportunity
Reporting to the Building Services Manager, the Operations Manager is accountable for supporting the effective and efficient management of property operations in the Eastern and Cape Breton Regions. The Manager is responsible for prioritizing and directing the daily activities of contractors and supervisors providing quality living spaces within a client-first environment.
• Coordinate maintenance functions including supervision of staff, the safety and security of the tenants, and the day-to-day maintenance of projects.
• Assist with the preparation and review of the operating, capital replacement and modernization and improvement budgets, special projects and monitoring and controlling expenditures.
• Develop and maintain operating contingency and emergency plans for all properties.
• Carry out required emergency and non-emergency repairs after consideration of risk in specific circumstances.
• Assist in the development of priorities and financial forecasts.
• Prepare and administer tenders related to the property management function.
• Ensure implementation of maintenance programs and the effective maintenance and upkeep of equipment, grounds and buildings.
• Oversee vehicle fleet management to ensure purchase, operation and maintenance of vehicles meet the requirements of the efficient operation of CBIHA and EMHA.
• Ensure consistent implementation and application of policies, procedures and legislation by taking appropriate measures when necessary to ensure optimum effectiveness of operations.
• Ensure that employees adhere to all the relevant provisions of Nova Scotia's Occupational Health and Safety Act.
• Identify problems and provide recommendations to improve or overcome policy operation and program difficulties.
• Assist duty staff with after-hours emergencies.
• Arrange for immediate response to all emergency situations in accordance with health and safety legislation and in conjunction with the Safety and Emergency Planning Coordinator.
• Direct and coordinate activities of employees in the areas work assignment and other duties as assigned.
• Post-secondary education in a related field plus five years' related experience.
• Extensive knowledge of property management and building maintenance, building systems, including electrical, mechanical and architectural.
• Leadership skills to promote a cohesive team environment.
• Intermediate to advanced knowledge of Microsoft Office is required
• Good judgment skills are needed overseeing staff, determining work priorities and special projects, identifying the special needs of tenant groups, resolving grievances and adhering to acts and legislation.
• Excellent communication skills, both verbal and written, and interpersonal skills are required to tactfully deal with tenants, employees, politicians, groups or agencies.
• Possess a valid Nova Scotia driver's license with access to a reliable vehicle for work purposes.
Asset:
• Red Seal Journeyperson certification in a building trade is an asset.
• Certified Property Manager (CPM), Accredited Residential Manager (ARM), or Certified Apartment Manager (CAM) designations is an asset.
• Intermediate to advanced knowledge of Yardi Property Management software is an asset.
Equivalency:
An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.
