Reporting to the Senior Manager, Entrepreneurship Development, the Loans and Development Officer maintains marketing, business development services and loan administration for the following financing programs available through CEED:

  • ACOA Seed Capital Initiative
  • Futurpreneur Canada (application only, not ongoing administration)
  • Business Development Corporation (application only, not ongoing administration)

Technical/Operational Competencies:

The Loans and Development Officer provides business development services to clients seeking start-up financing; and presents qualified applicants for consideration to the Loan Review Committee, while working to ensure timeliness, consistency and fairness during the approval process. In addition, the Loans and Development Officer actively promotes the loans program and is primarily responsible for the expansion of the client base.

  • Client Management
    • Meet with potential clients to determine program eligibility and provide information on financing programs and services, as well as the terms of those services
    • Assist applicants with the development of business plans and financial projections for submission to the Loan Review Committee
    • Conducts regular visits to business sites (travel required)
    • Connect clients to other internal and external resources (training, mentorship, etc)?
  • Loan Review Committee (LRC)
    • Prepare/present recommendations and documentation for financing to the LRC
    • Organize and schedule LRC meetings
  • Record Management and Loan Administration
    • Prepare loan documentation, manage client records and organize disbursements of loan funds to approved applicants
    • Employ risk management practices and implement industry accepted loan portfolio management practices
    • In conjunction with the Senior Manager, plan and initiate action for loans in arrears, including negotiation of payment arrangements and collection measures
    • Prepare necessary documentation for write-offs of irreconcilable accounts
    • Adhere to agreements between CEED and its funding agencies of the available loans products
    • Ensure accuracy and consistency of loans information entered on CEED's CRM system
  • Outreach
    • Promote CEED programs and services through workshops, networking and presentations

Qualifications:

  • Post-Secondary education in Business Administration, Commerce or a related field
  • Understanding of financial management practices and systems
  • Strong financial analytical skills and sound credit judgement
  • Demonstrated ability to analyze risk
  • Organizational skills and attention to detail that ensures accuracy and completeness
  • Ability to prioritize tasks and meet deadlines
  • Strong communication skills, creating and building lasting client relationships
  • High level of confidentiality for sensitive information
  • Ability to work effectively both independently and as part of a team

Additional Information:

  • A typical work day is from Monday-Friday, 8:30 am-4:30 pm, however occasional evenings/weekends/overnights will be necessary. Travel within HRM and across NS will be necessary.
