Job Title: Sr. Product Manager for Enterprise Pub/Sub Applications

Location: Toronto, ON Hybrid (3 days onsite)Duration: Months

Description:

The Agency requires a Senior Product Manager to support the Enterprise Pub/Sub Applications Team. The resource will define product direction and prioritize application and workflow changes required to integrate The Agency services with the Enterprise Pub/Sub capability, which is based heavily on FHIR Subscription and Subscription Topic. The work will support the transition from scheduled polling to event-driven information exchange while balancing clinical value, operational readiness, technical dependencies, and delivery capacity. This role will translate clinical, business, operational, and technical needs into a clear product roadmap and prioritized delivery backlog. The resource will work with stakeholders across The Agency, delivery teams, application owners, vendors, privacy, security, architecture, and operations to define outcomes, refine features, establish acceptance criteria, resolve competing priorities, coordinate releases, and measure adoption and value. This role requires sufficient knowledge of digital health and FHIR-based integration to make informed product decisions.

Required Skills:
  • Senior-level product management experience for complex digital health, integration, or enterprise application products, including product strategy, roadmaps, feature prioritization, backlog management, and outcome-based planning.
  • Strong stakeholder management experience across clinical, business, technical, privacy, security, operational, and vendor groups, including facilitation, expectation management, conflict resolution, and transparent prioritization decisions.
  • Demonstrated experience translating user and business needs into epics, features, user stories, workflow requirements, acceptance criteria, release scope, and implementation priorities for iterative delivery teams.
  • Ontario digital health and interoperability experience, including clinical workflows, FHIR APIs, FHIR Subscription and SubscriptionTopic, HL7 v2 concepts, privacy, security, and integration with provincial digital health services.
  • Experience leading product planning, refinement, demonstrations, business acceptance, release readiness, dependency management, risk management, adoption measurement, and continuous improvement for production services.
Responsibilities:
  • Establish and maintain the product vision, objectives, intended outcomes, and roadmap for Enterprise Pub/Sub application integrations and workflow changes.
  • Continuously prioritize the delivery backlog using clinical value, stakeholder needs, operational impact, delivery capacity, risk, dependencies, and strategic alignment.
  • Engage clinicians, business owners, application teams, vendors, architecture, privacy, security, operations, and delivery teams to discover needs, validate problems, and align on product decisions.
  • Translate approved needs into epics, features, user stories, workflow requirements, acceptance criteria, non-functional expectations, and clear definitions of completion.
  • Assess polling-based integrations and workflows, identify opportunities for event-driven delivery, and prioritize the application changes that provide the greatest clinical and operational value.
  • Work with architecture and delivery teams to shape features involving FHIR Subscription, SubscriptionTopic, notification workflows, APIs, queues, and downstream application changes, ensuring that product requirements remain technically feasible and testable.
  • Lead planning, backlog refinement, feature reviews, demonstrations, and acceptance activities so delivery teams understand priorities, intended outcomes, and acceptance expectations.
  • Manage cross-team dependencies, scope boundaries, assumptions, risks, decision records, and priority trade-offs, escalating unresolved issues with clear options and impacts.
  • Coordinate release scope, stakeholder validation, business acceptance, operational readiness, privacy and security reviews, communications, and transition activities.
  • Define product measures for adoption, workflow timeliness, service quality, stakeholder satisfaction, reduction of polling, and other agreed outcomes, and use evidence to guide subsequent priorities.
  • Maintain clear product communications, including roadmap updates, priority rationale, release objectives, delivery status, decisions, risks, and changes affecting stakeholders.
  • Support change adoption, operational transition, production feedback, issue triage, continuous improvement, and knowledge transfer for the delivered Enterprise Pub/Sub application capabilities.
Desired Skills:
  • Experience with FHIR Subscription and SubscriptionTopic, including event triggers, filters, subscription lifecycle, notification delivery, and their use in event-driven clinical workflows.
  • Experience with The Agency or comparable provincial digital health services, EMR or HIS integrations, clinical workflows, and healthcare interoperability standards.
  • Product experience with cloud-based platforms, APIs, asynchronous messaging, operational monitoring, service reliability, and shared enterprise integration capabilities.
  • Experience delivering products in regulated healthcare environments with privacy, security, accessibility, auditability, and personal health information requirements.
  • Experience using product analytics, service metrics, stakeholder feedback, adoption measures, and benefits tracking to evaluate outcomes and guide roadmap decisions.
Required Competencies:
  • Senior product management experience for complex digital health or enterprise integration products, including product vision, strategy, roadmaps, feature prioritization, backlog management, scope trade-offs, and outcome-based planning.
  • Stakeholder and requirements management experience across clinical, business, technical, privacy, security, operational, and vendor groups, including discovery, facilitation, alignment, decision-making, expectation management, and conflict resolution.
  • Ontario digital health and interoperability experience, including clinical workflows, FHIR APIs, FHIR Subscription and SubscriptionTopic, HL7 v2 concepts, privacy, security, and provincial digital health integration considerations.
  • Iterative product delivery experience, including epics, features, user stories, acceptance criteria, backlog refinement, release planning, business acceptance, operational readiness, dependency and risk management, product metrics, and production feedback.
