Overview

S2F is seeking a Public Awareness & Emergency Response Specialist to support our valued client in the oil and gas pipeline sector.

You will be responsible for providing emergency response information to external stakeholders on or near the client's emergency planning zones, delivering education on pipeline presence, recognizing signs of a leak, living and working safely near pipelines, reporting contact or damage, using One Call services, and responding to emergencies. Acting as the company's representative to landowners, residents, government agencies, and the general public along the pipeline right-of-way, you will collect stakeholder information for Emergency Response Plans, help develop outreach materials, and participate in engagement activities that support damage prevention and regulatory compliance. You will also routinely assess the effectiveness of outreach efforts in reducing pipeline damage and unauthorized activity. This role is best suited to a confident communicator with experience in stakeholder engagement, public awareness, or emergency response within the pipeline or upstream oil and gas industry.

Key Responsibilities

  • Provide emergency response information to external stakeholders in support of regulatory requirements across British Columbia and Alberta.
  • Act as the primary contact for stakeholders on or near emergency planning zones, collecting personal data for input into the client's Emergency Response Plans.
  • Deliver education and awareness on pipeline presence, signs of a leak, safe living and working practices near pipelines, reporting contact or damage, One Call services, and emergency procedures.
  • Build and maintain relationships with landowners, residents, and government bodies that support the company's social license to operate.
  • Represent the company to external stakeholders along the pipeline right-of-way, including landowners, residents, government agencies, and the general public.
  • Assist with the creation of outreach materials and participate in engagement activities that help prevent damage to pipeline systems.
  • Support the Lands and ROW team on a range of public awareness and damage prevention activities.
  • Routinely assess the effectiveness of outreach and engagement activities in reducing pipeline damage and unauthorized activity.

Required Qualifications

  • 3–5 years of experience in public awareness, stakeholder engagement, emergency management, or damage prevention within the pipeline or oil and gas industry, or an equivalent combination of education and experience.
  • Post-secondary education or experience in communications, emergency management, or damage prevention as it relates to pipeline systems; equivalencies considered.
  • Proficient understanding of oil and gas emergency response requirements in British Columbia and Alberta.
  • Ability to interpret applicable legislation, regulations, and processes.
  • Familiarity with, and ability to interpret, legal plans, maps, and GPS.
  • Proficiency with Microsoft Office, land databases, and geographic information systems (GIS).
  • Exceptional verbal and written communication skills, with expertise in influencing and negotiating in sensitive situations.
  • Demonstrated ability to connect with a variety of stakeholders, including regulators, lawyers, industry, government, landowners, and internal departments, to achieve business goals.
  • Flexible decision-making and sound judgment to reach positive outcomes for all parties.
  • Team-oriented, positive, and self-driven, with the ability to work independently and travel to remote rural areas with minimal supervision.
  • Valid Class 5 driver's licence.

Preferred Qualifications

  • Knowledge of pipeline maintenance and operations.
  • Experience delivering emergency response information.
  • Good working knowledge of Emergency Response Plans and related regulatory requirements.

Working Conditions

  • At least 60% of time spent driving to meet stakeholders and visit field locations within the operating area.
  • Typically based in a field office environment.
  • Some travel for field training and visits to offices within the operating area.
  • Expected to work independently, managing own time, work priorities, and approach to technical problems.
  • Individual contributor role with no direct, indirect, or dotted-line reports.
