Project Description

The Corrections Systems Portfolio requires a temporary Systems Testing and QA Specialist to support the delivery, maintenance, and product management lifecycle of enhancements to the Offender Tracking Information System (OTIS), Youth Offender Tracking Information System (YOTIS), and associated integration solutions and services.

Must Haves

• Credentials and/or experience that reflect current IT Technology Standards. Certification and/or demonstrated knowledge and familiarity with the key Application Testing and Development (coding) concepts, tasks, techniques and skills.
• Experience developing and executing test strategies, test plans, test cases, test scripts, and test data.
• Experience with application development, coding, troubleshooting, debugging, and implementing defect fixes and enhancements, which includes break/fix solutions support.
• Experience with or the ability to learn and understanding SOLGEN Corrections applications and integrations, including Offender Tracking Information System (OTIS), Youth Offender Tracking Information System (YOTIS).
• Experience in Azure DevOPS, .NET technologies (ASP.NET, ADO.NET, .NET framework), C#, Entity Framework, ReactJS, HTMLS/CS/JavaScript, SQL Database.

Description / Responsibilities / Skills

What needs to be KT

• All documentation relating to the technology designs and technology knowledge specific to the candidate's assignment
• All information gathered while working with vendors and internal solutions to be shared
• Any best practices, work around, lessons learned must be documented

Deliverables

• Design, develop, execute, and maintain automated test scripts and regression test cycles.
• Execute functional, integration, system, regression, end-to-end, and accessibility testing.
• Develop and maintain reusable testing frameworks and automation solutions.
• Participate in code reviews and ensure adherence to coding and quality standards.
• Support deployment activities and release validation testing.
• Produce testing, technical, operational, and knowledge transfer documentation.
• Develop quality metrics, status reporting, and recommendations for process improvement.
• Ensure compliance with security, privacy, accessibility, architecture, and operational standards.
• Collaborate with business stakeholders, vendors, developers, architects, and project teams throughout the delivery lifecycle.

Experience & Skill Set Requirements

Criteria 1: Technical Skills - 40 Points

• Knowledge and experience of automation tools preferably DevOps
• Demonstrate knowledge and experience in all phases of the Systems Development Life Cycle

Criteria 2: Testing and Quality Assurance Skills - 35 Points

• Experience developing, maintaining, and executing automated test scripts and regression test cycles.
• Experience with defect tracking, root cause analysis, defect management, and defect resolution processes.
• Demonstrate knowledge and experience in the use of automated test tools like Microsoft DevOps

Criteria 3: Stakeholder Relationship, Cross-Functional Collaboration, Research, Technical Analysis and Technical Skills - 20 Points

• Experience in working with diverse stakeholders and Cross-Functional Collaboration, which includes Ministry Partners, and a high- impact team.

Criteria 4: Public Service Experience - 5 Points

• Previous experience in the last 2 years working in Systems Testing, QA, Software Developer on application development projects in OPS within enterprise environments.

Technical Sills:

• Experience with or the ability to learn and understand Ministry of the Solicitor General (SOLGEN) Corrections services and their impact on public safety
• Experience with software development lifecycle (SDLC), Agile, Scrum, and DevOps methodologies.
• Experience preparing technical, testing, and operational documentation.
• Experience using testing, defect management, and source code management tools.

Research Skills:

• You can maintain current knowledge of trends and advances in IT across various computing platforms, including configuration and/or new development, analysis and design techniques.
