Must Haves

• Minimum 7 years of software development and enterprise application delivery experience (Java/React)
• Minimum 7 years of software development experience, including enterprise application delivery in Technical skills section mentioned above
• Experience delivering CRM, Customer Service, or Case Management solutions.
• Experience designing, developing, and implementing permitting, licensing, registration, inspection, compliance, or case management solutions using Dynamics 365, Power Platform, Azure, and Dataverse.
• Hands-on experience with Dynamics 365 Customer Service and Power Platform.
• Strong expertise in Dataverse, including data modelling, security, and integration.
• Strong knowledge of enterprise integration patterns, APIs, and cloud-based architectures.
• Experience designing and implementing complex system integrations.
• Proficiency with .NET/C#, JavaScript/TypeScript, SQL Server, and REST APIs.
• Experience with Azure DevOps, GitHub, CI/CD pipelines, source control, and automated deployments.

Description / Responsibilities / Skills

Technical Leadership

• Provide technical leadership, guidance, and mentorship to developers and technical team members.
• Perform code reviews and establish development standards, security controls, and best practices.
• Create an environment where team members are empowered to contribute, innovate, grow, and perform at their best.
• Coach and mentor developers, supporting their technical and professional growth.
• Act as a subject matter expert and ensure effective transfer of solution-critical knowledge.

Solution Architecture & Design

• Develop architecture artifacts, including contextual, conceptual, logical, and physical solution designs.
• Define technical roadmaps, integration patterns, and solution deployment strategies.
• Ensure solutions align with enterprise architecture standards and best practices.

Development & Delivery

• Collaborate closely with Business Analysts, Product Managers, Solution Architects, and stakeholders to refine and translate business requirements into technical solutions.
• Develop detailed technical designs, sprint plans, and work breakdown structures within Agile/Scrum delivery frameworks.
• Build and configure Power Apps, Power Automate workflows, custom connectors, plugins, and integrations.
• Lead functional workstreams and coordinate activities across developers, testers, business SMEs, and project teams.
• Support application deployments, releases, troubleshooting, and ongoing production support.

DevOps & Quality Assurance

• Lead CI/CD implementation using Azure DevOps and GitHub.
• Establish automated deployment and testing practices.
• Ensure adherence to software engineering principles, coding standards, and quality assurance processes.
• Manage development environments and support large-scale solution deployments.

Innovation & Continuous Improvement

• Leverage AI technologies, including Microsoft Copilot, Generative AI, Agents, and Large Language Models (LLMs), to improve productivity, development practices, solution design, and testing approaches.
• Promote continuous learning, innovation, collaboration, and knowledge sharing.
• Stay current with Microsoft technology roadmaps and emerging industry trends.

Experience & Skill Set Requirements

1. Core Skills & Experience (30%)

• Minimum 2 years of experience implementing Dynamics 365 OR Power Platform solutions.
• Experience supporting end-to-end permit lifecycle management, including application intake, review and approval workflows, permit issuance, amendments, renewals, inspections, compliance monitoring, and document generation.
• Experience leading Agile/Scrum development teams.
• Proven experience in Technical Lead or Senior Developer roles.
• Experience delivering solutions in public sector or large enterprise environments.
• Strong understanding of software development lifecycle (SDLC) and Agile delivery methodologies.

2. Technical Skills & Architecture (35%)

• Experience designing and developing solutions using Azure services such as: Azure Functions, Logic Apps, API Management, App Services, Key Vault, Azure Storage
• Experience creating architecture artifacts including contextual, conceptual, logical, and physical designs.
• Experience conducting code reviews and establishing development standards and best practices.

3. Leadership, Communication & Collaboration (20%)

• Demonstrated ability to lead, mentor, and coach developers and technical teams.
• Experience coordinating work across developers, testers, business analysts, architects, and stakeholders.
• Strong stakeholder management and client engagement skills.
• Ability to translate business requirements into technical solutions and implementation plans.
• Strong verbal and written communication skills.
• Experience producing technical documentation, solution designs, and knowledge transfer materials.
