Role Description

Scope of Work

The Victim Notification System (VNS) Modernization Project requires a temporary Programmer/Developer (L3) to support the configuration, integration, testing, deployment, and operational readiness of a Vendor Software-as-a-Service (SaaS) solution. The resource will translate business requirements into secure components, support integration with the Offender Tracking Information System (OTIS), coordinate with vendor technical teams, and ensure compliance with accessibility, security, and privacy standards.

Assignment Deliverables

• Vendor SaaS Solution Support: Ensure alignment with business, security, privacy, and accessibility requirements.

• OTIS-VNS Integration: Support and develop integrations between OTIS and the Vendor SaaS VNS solution.

• Testing & Quality Assurance: Support the vendor in System Integration Testing (SIT), User Acceptance Testing (UAT), performance testing, defect analysis, and remediation.

• Technical Coordination: Collaborate with vendor technical teams, ministry stakeholders, infrastructure teams, security specialists, and OTIS support teams to manage dependencies.

• Deployment & Knowledge Transfer: Support post-implementation stabilization, knowledge transfer, and operational readiness.

Skills & Experience Requirements

1. Cloud Application Design & Development (35%)

• Full Life-Cycle Development: Senior experience designing, building, and maintaining stable, secure, and scalable web and desktop applications using Microsoft Azure and .NET technologies.

• Technical Stack: Mastery of C#/MVC, Entity Framework, ReactJS, HTML5, CSS, and JavaScript.

• Legacy Tools: Experience with Windows Communication Foundation (WCF), Windows Presentation Foundation (WPF), and MS Web Services up to Visual Studio 2022.

• Agile & Standards: Proven experience in Agile software development environments applying industry web, security, and accessibility standards.

2. Azure DevOps & Cloud Integration (25%)

• Azure Web Apps & Functions: Experience developing in .NET Core, conducting code reviews, establishing best practices for local development/testing, and utilizing Azure Logic Apps.

• CI/CD Pipelines: Experience creating and managing Azure build pipelines for automated build, testing, and deployments.

3. Database Management & Data Modeling (20%)

• Azure SQL Database: Senior experience in designing, building, modeling, tuning, and configuring cloud database management systems.

• Database Administration: Experience managing user administration (Azure AD), backup/restore procedures, capacity planning, and performance monitoring.

• Data Operations: Experience executing data migration activities and establishing data masking processes for production-to-test data replication.

• Reporting: Experience in data modeling, reporting, and dashboard development.

4. Problem-Solving, Leadership & Collaboration (20%)

• Cross-Functional Collaboration: Strong experience working with diverse stakeholders, including Ministry Partners, SaaS Vendors, and technology infrastructure teams.

• Analysis & Problem Solving: Demonstrated experience analyzing complex system problems, resolving them with minimal business impact, and designing cost-effective IT solutions to improve service delivery.

• Research & Innovation: Ability to maintain up-to-date knowledge of IT trends and experiment with cloud technologies in a high-impact team setting.
