Core Responsibilities
• Requirements Management: Elicit, gather, analyze, document, and maintain business, data, and technical requirements from stakeholders and subject matter experts.
• Process Modernization: Apply re-engineering concepts to optimize workflows and identify cost-effective service delivery alternatives.
• Strategic Artifacts: Author end-to-end business cases, cost-benefit analyses, options evaluations, feasibility studies, and briefing notes.
• Governance Alignment: Align business analysis practices with the OPS Unified Project Management Methodology (UPMM), Enterprise Architecture Gating Process, and corporate I&IT strategies.
• Production & Vendor Support: Oversee ongoing system configuration management, production support, and problem resolution, and assist with Request for Proposal (RFP) evaluations.
Technical Skill Breakdown (25% Weight)
Workshop Facilitation & Modeling
• Lead JAD sessions, interviews, and workshops to confirm business rules and requirements.
• Develop context diagrams, use cases, use case models, process maps, stakeholder maps, and systems diagrams.
• Conduct conceptual, logical data modeling alongside process and data flow mapping.
Agile Delivery & Prototyping
• Break down complex business needs into manageable user stories and technical backlogs.
• Utilize Agile/Scrum tools to support iterative development cycles.
• Build user interfaces and prototypes using specialized digital design platforms.
Change Management & Quality Assurance
• Frame project change scopes, deliver impact analyses, and craft targeted training/communication plans.
• Formulate testing parameters and drive User Acceptance Testing (UAT) to validate system functions against core requirements.
• Design performance measures and Requirements Traceability Matrices (RTM) for downstream compliance reviews.
Experience Requirements (55% Weight)
• Project Scale: Minimum 8+ years of experience acting as a senior business analyst or functional consultant on medium to large-scale infrastructure and software development projects.
• OPS Frameworks: Deep knowledge of enterprise business architectural concepts to match technology solutions directly with OPS corporate compliance standards.
• SDLC Lifecycle: Mastery of the software development life cycle, database integration, risk mitigation, disaster recovery planning, and business continuity workflows.
• Resource Oversight: Experience providing functional architecture expertise, technical leadership, and strategic planning guidance to cross-functional development teams.
Soft Skills & Compliance (20% Weight)
• Communication: Exceptional verbal, written, and presentation skills to distill complex technical concepts into clear data points for non-technical stakeholders.
• Compliance Standards: Strong knowledge of Information Management (IM) principles and the Accessibility for Ontarians with Disabilities Act (AODA) regulations.
• Interpersonal Mechanics: Demonstrated background in conflict resolution, client management, consensus building, and meeting strict delivery deadlines.
