Position Summary: The Health, Safety & Environmental Specialist is responsible for the implementation, coordination, and continual improvement of HSE programs and related training. This role supports HSE operations and partners closely with plant leadership, employees, and the NA H&S Manager to foster a proactive, high-performance safety culture. This role supports HSE activities at the Hamilton, Canada manufacturing facility, while promoting consistency and standardization of HSE management systems within ARaymond's metals manufacturing facilities.

Roles and Responsibilities:

  • Serve as the primary onsite HSE resource with responsibility for all Health, Safety and Environmental policies, programs, and compliance activities at the Hamilton, Ontario facility.
  • Collaborate with plant leadership and supervisors regarding adherence to Health, Safety and Environmental policies and the promotion of a safe and engaging work environment.
  • Support external HSE resources as needed (industrial hygiene services, consultants, auditors, and regulatory agencies).
  • Ensure compliance with the Ontario Occupational Health and Safety Act (OHSA), applicable Ontario regulations, WHMIS requirements, WSIB reporting obligations, environmental legislation, and ARaymond HSE standards.
  • Serve as the primary point of contact with the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), Ministry of the Environment, local fire authorities, and other applicable regulatory agencies.
  • Lead regulatory inspection readiness, accompany inspectors during visits, and coordinate corrective actions.
  • Maintain all required HSE regulatory records, reports, permits, and documentation.
  • Lead the development, review, and maintenance of Job Hazard Analyses (JHAs), Job Safety Analyses (JSAs), Safe Work Procedures, and risk assessments for high-risk tasks.
  • Partner with maintenance/engineering to ensure effective machine guarding, Lockout/Tagout (LOTO), energy isolation procedures, and safe equipment commissioning in accordance with ARaymond standards and meeting PHSR requirements.
  • Support the contractor safety program, including securing WSIB clearance certificates, onboarding, orientation, and compliance with hot work, confined space, LOTO, and site access requirements.
  • Conduct workplace inspections, ergonomic evaluations, and safety audits of manufacturing operations, including stamping presses, coil handling systems, robotic automation, heat treatment furnaces, quench systems, and material handling equipment.
  • Respond to workplace incidents, injuries, occupational illnesses, environmental events, and near misses.
  • Lead incident investigations using structured root cause methodologies; deliver and deploy the 8D problem-solving and continuous improvement training. Ensure corrective and preventive actions are documented, communicated, tracked, and completed.
  • Analyze injury, incident, and near-miss trends and provide recommendations to leadership and the Joint Health and Safety Committee (JHSC).
  • Maintain the HSE corrective action log and provide regular updates on open action items.
  • Prepare and provide weekly, monthly, and annual HSE performance metrics, including incident trends, TRIR, near misses, corrective action status, and other corporate KPI requirements.
  • Follow corporate reporting requirements for incident reporting and monthly HSE performance reporting.
  • Champion the Joint Health and Safety Committee (JHSC) and serve as the Company's Management Co-Chairperson.
  • Support JHSC inspections, recommendations, and continuous workplace improvement initiatives.
  • Promote and reinforce the Internal Responsibility System (IRS) throughout the facility.
  • Design, schedule, coordinate, and deliver required HSE training programs, including WHMIS, LOTO, Forklift, PPE, Machine Safety, Hazard Recognition, Emergency Response, and Contractor Safety.
  • Conduct all onboarding safety orientations for employees, students, temporary workers, and contractors.
  • Maintain accurate training records and ensure audit readiness and compliance with legislative and company requirements.
  • Work with leadership and subject matter experts to identify HSE training needs and develop competency validation processes.
  • Arrange internal and external safety training programs, including JHSC Certification, Forklift, Elevated Work Platform (Skyjack), 1st Aid/CPR/AED, and other required certifications.
  • Maintain and update operational training matrices working with the operations and other functional area leads.
  • Maintain emergency response plans covering fire, medical emergencies, spill response, severe weather, and critical safety-related equipment and processes. Lead emergency drills, emergency equipment inspections, and post-drill reviews.
  • Support property protection inspections and reviews, including Fire Department and FM Global assessments.
  • Support environmental compliance programs including waste management, waste tracking, sampling, auditing, spill response, chemical inventory management, and storage programs.
  • Coordinate and track hazardous and non-hazardous waste removal and disposal activities.
  • Oversee and manage the WHMIS program and internal chemical management and storage processes.
  • Support environmental monitoring and reporting activities as required.
  • Manage and maintain the ISO 14001 Environmental Management System, including audits, corrective actions, and continuous improvement initiatives.
  • Conduct internal and external HSE audits.
  • Support deployment and continuous improvement of ARaymond's HSE management systems in alignment with ISO 14001 and ISO 45001 principles.
  • Participate in North American and Global HSE network meetings, audits, benchmarking initiatives, and cross-functional projects to share best practices and harmonize safety processes across facilities.
  • Lead proactive safety initiatives, safety campaigns, employee engagement activities, and behavioral-based safety programs that strengthen the organizational safety culture.

Education and Experience:

  • Post-secondary education in Occupational Health and Safety, Environmental Management, Engineering, or a related field.
  • Professional designation such as CRSP, CHSC, NCSO, or equivalent is considered an asset.
  • Joint Health and Safety Certification is a must.
  • Minimum 5 years of progressive Health, Safety and Environmental experience in a manufacturing environment.
  • Strong knowledge of the Ontario Occupational Health and Safety Act (OHSA), applicable Ontario regulations, WHMIS requirements, WSIB reporting obligations, Canadian Standards Association (CSA) standards, and environmental legislation applicable to manufacturing operations.
  • Experience conducting risk assessments, incident investigations, audits, and regulatory compliance activities.
  • Experience working with ISO 14001 and ISO 45001 management systems is preferred.
  • Strong communication, leadership, training, and project management skills.
  • Proficiency with Microsoft Office applications and HSE reporting systems.
