Job Title: Superintendent Health and Safety

Reporting directly to the Manager Health & Safety, the Superintendent Health and Safety is responsible for leading the development, implementation, rollout, and continuous improvement of Skeena Resources' occupational health and safety management system and site-based safety programs. The role provides leadership in Critical Control Management, incident investigation and organizational learning, and field-based safety interaction programs across the Eskay Creek Project.

Working closely with operational leaders, employees, contractors, and other stakeholders, the Superintendent embeds practical health and safety systems into daily work. The role coaches leaders and workers, verifies that critical controls are effective in the field, supports high-quality incident investigations, and uses assurance findings and performance information to drive continuous improvement.

Responsibilities (including but not limited to):

Health and Safety Program Development and Rollout

  • Lead the development, implementation, rollout, maintenance, and continuous improvement of Skeena's Health and Safety Management System and site health and safety programs.
  • Develop and maintain health and safety standards, procedures, tools, training materials, implementation plans, and supporting communications.
  • Partner with operational departments and contractors to integrate health and safety program requirements into planning, supervision, and field execution.
  • Coordinate program rollouts, including stakeholder engagement, leader and worker training, field implementation support, and post-implementation review.
  • Evaluate program effectiveness through field observations, inspections, audits, worker feedback, performance measures, and management review.
  • Identify systemic gaps and lead practical improvement initiatives that strengthen compliance, workforce engagement, and operational risk controls

Critical Control Management

  • Lead the development, implementation, and ongoing management of Skeena's Critical Control Management program.
  • Facilitate the identification and review of fatal and catastrophic hazards, Material Unwanted Events, critical controls, and critical control owners.
  • Develop, maintain, and communicate critical control performance standards, verification requirements, and escalation criteria.
  • Integrate critical controls into operational procedures, work planning, inspections, audits, training, and leadership field interactions.
  • Implement first-, second-, and third-line assurance activities, as applicable, to verify that critical controls are present, effective, and consistently applied.
  • Monitor Critical Control Management performance, analyze control failures and recurring gaps, and coordinate corrective actions and continuous improvement.

Incident Investigation and Organizational Learning

  • Lead or support investigations of high-potential events, injuries, occupational illnesses, property damage, and other significant events.
  • Facilitate fact finding, causal analysis, root cause analysis, and corrective action development using recognized investigation methodologies.
  • Provide investigation coaching, training, and technical support to supervisors, managers, health and safety personnel, and investigation teams.
  • Ensure investigations are timely, evidence based, proportionate to risk, and focused on underlying organizational and system factors.
  • Ensure corrective and preventive actions are specific, assigned, tracked, verified for completion, and reviewed for effectiveness.
  • Identify trends and recurring causal factors and translate investigation findings into site-wide learning, program improvements, and shared lessons.
  • Provide quality assurance and quality control for events entered into the site incident management system, including classification, workflow assignment, investigation quality, and action tracking.

Assurance, Compliance, and Performance

  • Plan and conduct workplace inspections, program audits, field verifications, and assurance activities to assess compliance and control effectiveness.
  • Support regulatory inspections and requests and act as a site health and safety liaison with the Ministry of Mining and Critical Minerals and WorkSafeBC, as assigned.
  • Support compliance with the BC Health, Safety and Reclamation Code for Mines, WorkSafeBC requirements, and Skeena standards.
  • Monitor leading and lagging health and safety indicators, prepare clear reports, and recommend targeted interventions to operational leadership.
  • Support contractor health and safety management, including mobilization, onboarding, program alignment, field assurance, and performance review.
  • Supervise, coach, and develop assigned Health and Safety Advisors and other designated personnel.
  • Emergency Preparedness and Other Support
  • Support site emergency preparedness, emergency response planning, exercises, and readiness assessments.
  • Participate in the Incident Command System and serve in assigned emergency management roles when required.
  • Support injury management, return-to-work processes, and WorkSafeBC reporting requirements in collaboration with appropriate site and corporate functions.
  • Coordinate or support health and safety training required by legislation, site standards, and operational risk.

Additional Responsibilities

  • All other duties as reasonably assigned

The Ideal Candidate

The ideal candidate is a practical and collaborative health and safety leader with demonstrated experience building and deploying management systems in mining, construction, or heavy industry. They are equally comfortable developing programs, coaching leaders in the field, facilitating complex investigations, and verifying that critical controls are effective at the point of work.

Academic/Education Requirements:

  • Certificate, diploma, or degree in Occupational Health and Safety, or an equivalent combination of education and directly related experience.
  • A recognized Canadian health and safety designation is considered an asset.

Required Skills/Experience:

  • Minimum five years of progressive, directly related health and safety experience, preferably in mining, construction, heavy industry, or resource development.
  • Demonstrated experience developing, implementing, rolling out, and improving health and safety management systems and operational safety programs.
  • Previous experience creating, implementing, and managing a Critical Control Management program, including identification of Material Unwanted Events, critical controls, performance standards, verification activities, assurance processes, and continuous improvement of control effectiveness.
  • Experience integrating critical controls into operational procedures, work planning, inspections, audits, training, and leadership field interactions.
  • Strong experience leading or supporting incident investigations, causal analysis, corrective action management, and organizational learning.
  • Experience developing and implementing field-based safety interaction, safety leadership, or Visible Felt Leadership programs.
  • Working knowledge of the BC Health, Safety and Reclamation Code for Mines, WorkSafeBC requirements, and applicable health and safety standards.
  • Knowledge of risk assessment methods, mining methods, safety regulations, and safety engineering principles.
  • Experience supporting contractor health and safety performance in major projects or operating environments.
  • Ability to facilitate change, coach leaders and workers, and influence action across multiple departments and competing priorities.
  • Excellent written, verbal, facilitation, interpersonal, and report-writing skills, with strong attention to detail, tact, and diplomacy.
  • Strong computer skills using Microsoft Office. Experience with learning management systems and INX InControl is preferred.
  • Demonstrated capability working respectfully with Indigenous governments and communities, including awareness of history, protocols, values, and governance, is considered an asset.

Work Location & Conditions

This is a site-based camp job at Eskay Creek Mine site. This position involves working at a remote mine site on a 15 days on/13 days off rotation.

The Eskay Creek Revitalization Project is located within the Coast Mountains of Northwestern British Columbia and Tahltan Territory. Ground transportation will be provided from local communities to the Eskay Creek Site facilities. For those applicants located elsewhere in western Canada, flight transportation from major urban centers will be provided to the Terrace or Smithers airports, from which shuttles will provide transportation to the Eskay Creek Camp facilities. Travel time and expenses are subject to Skeena's Travel Policy.

There will be exposure to extreme temperatures in all seasons including working outdoors in snow, mud, ice, and water conditions, walking to and from different locations on uneven ground, prolonged periods of standing and physically handling/lifting/moving heavy objects.

Compensation


The expected salary range for this position is CAD 135,000-160,000, in line with the competitive job market for such roles carried out in British Columbia. Salary ranges are guidelines and any job offer received by a candidate will be determined on a number of factors such as relevant education, training, and/or experience.
