Project Name:

Court Technology Services (CTS) Applications, Data & AI Portfolio

Scope:

The CTS Applications, Data & AI team provides architecture leadership, application lifecycle management, business analysis, solution delivery oversight, data and AI enablement, and Application Management Services (AMS) governance across Alberta Courts. The team supports the modernization, enhancement, integration, and ongoing support of court applications and digital services while establishing common standards, reusable capabilities, and sustainable operating models across the portfolio

Duties:

The Senior Digital Architect will be required on a full-time basis (7.25-hour workday), working across multiple applications, projects, operational initiatives, and strategic technology priorities. Services and project deliverables should evolve as the work progresses in response to emerging business needs, operational priorities, technical opportunities, and modernization objectives.

However, the following must be delivered (iteratively) over the course of the engagement:

• Lead solution and enterprise architecture activities by:

Developing current-state and target-state architecture roadmaps across business, application, data, integration, security, and technology domains.

Defining architecture principles, standards, patterns, guardrails, and reusable components.

Producing architecture artifacts including solution designs, integration models, decision records, technical assessments, and implementation roadmaps.

Assessing technical feasibility, operational readiness, sustainability, and long-term support implications.

Analyzing risks, dependencies, security impacts, and architectural trade-offs associated with proposed solutions.

Supporting architecture governance activities and technical reviews.

• Guide the implementation and support of digital services by:

Providing hands-on technical leadership to development teams, application analysts, support teams, and vendors.

Reviewing technical designs, code implementations, integrations, deployments, and solution configurations.

Contributing directly to technical implementation activities where required.

Establishing integration approaches, interface patterns, and target application boundaries.

Supporting DevOps, cloud platform, automation, CI/CD, and environment management activities.

Mentoring technical resources and promoting architecture best practices across delivery and support teams.

• Lead business and systems analysis activities by:

Facilitating discovery sessions, workshops, and stakeholder consultations.

Eliciting, analyzing, validating, and documenting business and technical requirements.

Producing process models, user stories, requirements documentation, impact assessments, and solution options.

Supporting prioritization of initiatives, enhancements, defects, and modernization opportunities.

Translating business objectives into actionable technical requirements and delivery plans.

• Support Application Management Services (AMS) and operational excellence by:

Providing architecture and technical oversight for court applications operating within AMS.

Participating in major incident reviews, problem management activities, service reviews, and change advisory processes.

Identifying opportunities to reduce technical debt, improve reliability, and strengthen operational support models.

Supporting release planning, deployment governance, environment strategies, and production readiness reviews.

Assisting with transitions of applications from project delivery into sustainable support operations.

• Contribute to architecture governance and standards development by:

Participating in Architecture Review Board (ARB) reviews and technical governance processes.

Evaluating project and vendor deliverables against architecture standards, security requirements, and approved patterns.

Supporting the development and maintenance of architecture standards, reference architectures, design patterns, and technical policies.

Reviewing architecture exceptions, dispensations, and compliance assessments.

Contributing to continuous improvement of architecture governance practices.

• Support vendor, procurement, and delivery oversight by:

Reviewing vendor solution proposals, estimates, technical designs, and deliverables.

Providing technical input into procurement activities, statements of work, and architecture evaluations.

Ensuring vendor solutions align with CTS standards, supportability requirements, and long-term strategic objectives.

Supporting knowledge transfer, documentation reviews, and transition planning activities.

• Support data, analytics, and AI initiatives by:

Defining architecture approaches for analytics, data integration, reporting platforms, and AI-enabled services.

Supporting secure and compliant use of AI technologies within court environments.

Contributing to data governance, information architecture, and platform modernization initiatives.

Identifying opportunities to leverage common capabilities and reusable services across applications, data, and AI solutions.

• Communicate technical information effectively by:

Creating architecture documents, diagrams, presentations, standards, recommendations, and executive briefings appropriate for both technical and non-technical audiences.

Presenting findings, recommendations, risks, and options to project teams, operational stakeholders, governance committees, vendors, and senior leadership.

Supporting decision-making through clear articulation of technical implications, opportunities, and trade-offs.

• Continuously improve the CTS architecture and delivery practice by:

Promoting reuse, standardization, simplification, and operational sustainability across the portfolio.

Identifying emerging technologies and modernization opportunities that support Court Technology Services objectives.

Contributing to the evolution of architecture, delivery, support, and governance practices across Applications, Data, AI, and AMS functions.

This is a 3 year term with the possibility of a 24 month extension

Education

College or Bachelor degree in Computer Science or related field of study. Yes

Certification in The Open Group Architecture Framework (TOGAF). Yes

Work Experience

Demonstrated experience leading cross-functional agile product teams, providing architectural direction, and mentoring developers and technical leads. 8 years

Experience architecting, managing, and maintaining Azure Red Hat OpenShift clusters. 5 years

Experience identifying and assessing requirements within multiple architecture domains e.g. business, application, technology, data/information, security, and privacy. 8 years

Experience in documenting application architectures in an enterprise IT environment equivalent in size and complexity to the Government of Alberta. 7 years

Experience in planning, designing, implementing and supporting platform solutions in an enterprise IT environment equivalent in size and complexity to the Government of Alberta. 7 years

Experience providing leadership, planning, estimating, and presentations of ideas and solutions. 8 years

Collaborate with data architects, engineers and analysts to design and optimize cloud architecture and services. 5 years

Experience in contributing or developing application architecture standards and guidelines. 5 years

Experience working as an application architect designing or maintaining solutions that use enterprise Master Data Management (MDM) hub architecture registries. 5 years

Experience working as an application architect developing a solution using amCharts charting framework in an enterprise IT environment equivalent in size and complexity to the Government of Alberta. 5 years

Experience working as an application architect developing mobile solutions in an enterprise IT environment equivalent in size and complexity to the Government of Alberta. 5 years

Experience working with Open Web Application Security Project (OWASP) Top Ten Web Application Security Flaws. 5 years
