The Opportunity

The Utility Locator / Damage Prevention Technician is responsible for the accurate identification, marking, and documentation of all underground infrastructure to prevent damage during excavation and construction activities. Working in accordance with Ontario One Call (ON1CALL) requirements and applicable legislation, this role responds to locate requests submitted by contractors, municipalities, homeowners, and the public to identify and mark the position of buried utilities including, but not limited to, electrical, water, wastewater, storm sewer, natural gas, telecommunications, and other subsurface infrastructure.

The Utility Locator ensures the safety of excavators, the general public, and underground assets by providing timely and precise field locates using electromagnetic detection equipment, ground-penetrating radar, and other industry-standard tools. This role is critical to the Corporation's damage prevention program and requires a thorough working knowledge of underground infrastructure systems, locating methodology, and regulatory requirements under the Ontario Underground Infrastructure Notification System Act (OUINSA). The Utility Locator operates with a high degree of independence in the field, exercising professional judgment to resolve challenging locate conditions and ensure the accuracy and completeness of all locate records.

Responsibilities include, but not limited to:

• Respond to Ontario One Call (ON1CALL) locate requests within regulated timelines, accurately locating and marking all types of underground infrastructure including electrical, water, wastewater, storm sewer, natural gas, telecommunications, and other buried utilities.
• Use electromagnetic locating equipment, ground-penetrating radar (GPR), and other detection tools to identify, trace, and mark buried utilities in the field.
• Apply colour-coded surface markings (flags, paint, stakes) in accordance with the Canadian Common Ground Alliance (CCGA) best practices and ON1CALL standards to clearly identify underground infrastructure.
• Review and interpret engineering drawings, as-built records, GIS data, and system maps to plan and execute accurate locates.
• Complete all required locate documentation, field sketches, and electronic records accurately and in a timely manner within the Corporation's work management and locate management systems.
• Communicate effectively with excavators, contractors, and homeowners on-site to explain locate markings, provide safety information, and confirm safe dig zones.
• Identify and escalate situations where underground utilities cannot be confirmed, depth is uncertain, or where excavation may pose a safety risk, in accordance with company procedures.
• Participate in the damage prevention program by reporting near-misses, third-party damages, and unsafe excavation practices to the appropriate supervisor.
• Perform duties in compliance with all applicable legislation including the Occupational Health and Safety Act (OHSA), Ontario Regulation 220/01 (Buried Utilities), the OUINSA, and InnPower's Health and Safety policies and procedures.
• Maintain locating equipment in good working order; conduct daily inspections, perform minor maintenance, and report deficiencies to ensure equipment accuracy and reliability.
• Perform site assessments prior to locating activities to identify hazards including traffic, environmental conditions, confined spaces, and access restrictions.
• Liaise with asset owner teams to resolve discrepancies between field conditions and available records, and provide feedback to improve the accuracy of system mapping, GIS data, and as-built documentation across all utility types.
• Support continuous improvement of the Corporation's damage prevention program through participation in audits, training, and process reviews.
• Maintain a professional and courteous manner when representing InnTerprises to external stakeholders, contractors, and the public.
• Complete required training and maintain current certifications in utility locating, first aid, and applicable safety programs.
• Respond to emergency locate requests outside of standard business hours as required.
• Perform other duties as assigned.

Qualifications

• Ontario Secondary School Diploma (OSSD) or equivalent; post-secondary education in a technical or engineering-related field is an asset.
• Completion of the Ontario Regional Common Ground Alliance (ORCGA) Damage Prevention Professional (DPP) certification, or willingness to obtain.
• Minimum of 1–3 years of experience in utility locating, damage prevention, or a related field operations role; experience working across multiple utility types (electrical, water, wastewater, gas, telecom) is an asset.
• Demonstrated ability to read and interpret utility drawings, as-built records, GIS system maps, and engineering plans.
• Completion of Traffic Control Person (TCP) / Flagger training in accordance with OTM Book 7.
• Thorough knowledge of ON1CALL processes, the Ontario Underground Infrastructure Notification System Act (OUINSA), and Ontario Regulation 220/01 (Buried Utilities).
• Experience working with electromagnetic locating equipment; training or certification with specific platforms (e.g. Radiodetection, Vivax-Metrotech) is an asset.
• Experience with ground-penetrating radar (GPR) is an asset.
• Valid Ontario Class G driver's license with a clean driving record; Class DZ is an asset.
