Job Overview

Reporting to the Director of Capital Projects, Asset Management, and Housing, the Manager of Asset Management is responsible for managing, collecting and analyzing data, developing and supporting the implementation of the Haisla Nation's asset management plans, including its strategies, frameworks, studies, business processes and tools, to support capital and operating budget development and rehabilitation and replacement planning of the Haisla Nation's infrastructure.

Duties & Responsibilities

  • Ensure confidentiality and security of sensitive information.
  • Manage employees in a manner consistent with Haisla Nation values, policies and procedures, including selection, work scheduling, training and performance evaluation.
  • Perform staff reviews and monitor performance and provide appropriate professional feedback (both formally and informally) to employees and shall be responsible for establishing formal professional assessments and evaluation of the department's workforce.
  • Mentor staff and provide training and professional development opportunities to enhance performance levels, increase knowledge, and improve the effectiveness of staff.
  • Assess staffing needs and recommend changes to complement and/or make organization design changes. Participate and make recommendations in the recruitment, selection, and hiring process of staff.
  • Review and approve timesheets and purchase orders related to the department.
  • Communicate, inform and when required train other staff on policy and procedures related to the accurate reporting of capital projects & asset management within the Haisla Nation's asset management systems.
  • Act as subject matter expert to guide on continually improving the existing asset management software application and processes. Acts as the main point of contact for Asset Management inquiries, mapping, and GIS inquiries.
  • Conduct field inspections, data collection, and condition assessments of municipal infrastructure assets.
  • Present recommendations/reports to senior management and Council. Attend and participate in meetings of Council as required by the Director and represents the Haisla Nation Department at various external committees and public engagement events.
  • Familiar with GIS, CMMS and PSD Citywide procedures/software.
  • Utilize GIS tools to analyze and maintain asset and infrastructure data, and provide mapping, spatial analysis, and cartographic outputs to support departmental operations, planning initiatives, infrastructure projects, emergency services, and organizational decision-making.
  • Provide advisory services to the leadership team and other staff/stakeholders as required in asset management functionality, including all phases of the asset lifecycle.
  • Provide technical training and support on asset management and related tools.
  • Provide support and advice to Haisla Nation departments with their assets.
  • Ensure asset management databases are updated with current asset condition ratings and that documentation is maintained to provide support for infrastructure funding based upon specific asset management principles.
  • Gather, create, compile and maintain asset inventories and databases.
  • Prepare and maintain asset management plans in collaboration with the leadership team.
  • Identify gaps, opportunities and risks associated with assets.
  • Assist the Capital Projects department leadership team in compiling and analyzing relevant information regarding operating and capital budgets.
  • Establish processes for determining asset condition, criticality and risk assessments as well as set and prioritize the level of maintenance required, which includes the use of asset condition data to determine state of good repair levels and expected levels of service.
  • Assist the Capital Projects department leadership team in the preparation of asset additions/replacements/retirements reporting.
  • Support and apply for asset-management-related grant applications.
  • Shall be responsible for fostering (and encouraging) a positive working relationship among staff.
  • Responsible for overseeing (or assigning) supervision of daily activities of all department staff, and for ensuring that work is carried out in an efficient and effective manner.
  • Improve and supervise the Haisla Nation fleet operation.
  • Responsible for the fleet and Haisla Nation insurance management.
  • Assist auditors and the Haisla Nation finance team when needed.
  • Assist in the review, development and implementation of asset management & fleet policies and procedures.
  • Coordinates with management staff and other departments to identify, develop, and implement service level goals and performance measures.
  • Liaise with other departments and levels of government, utilities, contractors, developers, and members' groups on matters associated with growth-related municipal infrastructure needs.
  • Other responsibilities as assigned.

Skills & Qualifications

  • High school diploma or equivalent.
  • 1 to 3 years of experience in an asset management role.
  • Completion of a certificate/diploma or bachelor's program in asset management.
  • Project Management education is an asset.
  • Proficiency with software, including asset management software.
  • Relationship-Building Skills: High-level ability to foster effective and collaborative relationships.
  • Attention to Detail: Thorough and meticulous in reviewing and analyzing data to ensure accuracy.
  • Organizational Skills: Ability to manage multiple tasks, schedules, and responsibilities efficiently.
  • Experience working for a band, government, or Indigenous organization is an asset.
  • Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and various databases, search engines and Outlook/email.
  • Strong organizational and time management skills with attention to detail and accuracy in data entry and record-keeping.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
  • Lead by example, developing and nurturing a work environment that is inclusive, respectful, with a focus on staff development.
  • Excellent interpersonal and communication skills, both verbal and written.
  • Ability to meet intensive and changing deadlines.
  • Ability to work independently and as a team.
  • Valid BC driver's license and own vehicle is an asset.
  • Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).

Salary Range: $73,000.00 - $85,000.00 annually
