Who we're looking for
The Senior Resource Manager is responsible for planning, coordinating, and optimizing resource allocation across BIMM's multidisciplinary teams, including Creative, Experience Design (XD), Technology, Strategy, and Client Leadership. The role serves as the central point of coordination for staffing decisions, ensuring the right people are assigned to the right opportunities based on skills, experience, availability, development goals, and business priorities.
The Senior Resource Manager also leads forward-looking workforce planning by translating the client, business development, and financial pipeline into actionable resource and hiring plans. This includes maintaining visibility into internal capacity, upcoming talent requirements, and the availability of freelancers, contractors, vendors, and nearshore/offshore resources.
Working closely with department leaders from Client Leadership, Operations, HR, Talent Team, and Finance, the Senior Resource Manager proactively identifies capacity constraints, staffing gaps, utilization risks, and future resourcing requirements. The role develops fulfillment strategies before resource needs affect client onboarding or delivery and maintains the integrity of BIMM's resourcing data, forecasts, and workforce plans.
You will collaborate with:
- Leaders and team members across Creative, XD, Technology, Strategy, Client Leadership, Project Management, Operations, HR, Talent Team, and Finance.
- Reports to the Director of Operations.
- Has no direct reports.
- Coordinates the broader external resource ecosystem, including freelancers, contractors, staffing vendors, and nearshore/offshore partners.
Impact
The Senior Resource Manager ensures BIMM has the talent and capacity required to meet current and future client needs. By connecting business pipeline visibility with workforce planning, resource allocation, hiring, and external talent strategies, the role helps BIMM proactively address staffing risks, optimize utilization, support employee wellbeing, and deliver client work successfully.
The role also supports sustainable business growth by identifying talent requirements early, improving the timing of hiring and external resource engagement, and providing leadership with clear visibility into capacity, demand, and resource fulfillment plans.
Responsibilities
- Resource planning and allocation: Own BIMM's workforce planning, resource allocation, and external talent management function, including capacity planning, staffing forecasts, resource fulfillment strategies, and the processes and governance required to support current and future business demand.
- Pipeline and workforce planning: Own the workforce planning process by partnering with Client Leadership, Operations, Finance, HR, and department leaders to translate client, business development, and financial pipeline forecasts into actionable resource plans. Anticipate future capacity and capability needs, identify resource gaps, and, in partnership with the Talent Team, define hiring timelines and the most appropriate sourcing approach, including local, nearshore, offshore, employee, freelance, or contractor resources.
- Capacity and fulfillment management: Evaluate forecasted demand against current capacity to identify what talent BIMM has available, what additional talent is required, and where existing resources can be transitioned or redeployed. Develop resource fulfillment plans using the appropriate combination of internal staffing, permanent hiring, freelancers, contractors, vendors, and nearshore/offshore resources.
- Vendor and contingent workforce management: Maintain a centralized view of BIMM's external talent ecosystem, including freelancers, contractors, staffing agencies, and nearshore/offshore partners. Assess workforce demand against available capacity, identify external resource requirements, and, in partnership with the Talent Team, initiate and support staffing requests through approved vendors to address resource gaps and future hiring needs
- .Freelance Management: Maintain a current roster of pre-approved freelance resources across core roles, capabilities, and skill sets to support forecasted business demand and resource planning activities. Monitor freelance capacity, availability, and capability coverage, identify potential resource gaps, and provide recommendations for contingent staffing needs. In partnership with the Talent Team, communicate freelance requirements and support the engagement of approved freelancers when external resources are required.
- Data, reporting, and risk management: Maintain accurate and current resourcing data, forecasts, utilization reporting, hiring requirements, and external resource information. Proactively identify capacity constraints, overages, staffing gaps, workload concerns, fulfillment risks, and potential impacts to client onboarding or delivery, and develop mitigation plans with the appropriate leaders.
Requirements
- 5 years of experience in Resource Management, Workforce Planning, Project Management, Operations, or a similar role.
- Experience managing resources across multiple disciplines, client accounts, and project types.
- Strong understanding of how project engagements are staffed, delivered, and managed within a professional services, creative studio, technology, digital, or agency environment.
- Experience translating business development, client, or financial pipeline information into workforce requirements, capacity forecasts, hiring priorities, and resource fulfillment plans.
- Ability to assess project and client requirements and match individuals based on skills, experience, availability, capacity, development opportunities, and delivery needs.
- Experience managing or coordinating freelancers, contractors, staffing vendors, and other external talent resources.
- Understanding of nearshore and offshore delivery models and how they can support broader workforce and resource strategies.
- Experience maintaining accurate resource plans, utilization data, capacity forecasts, hiring requirements, and workforce planning information.
- Experience identifying and proactively resolving resource conflicts, overages, capacity constraints, staffing gaps, and delivery risks.
- Ability to evaluate multiple fulfillment options, including internal allocation, employee transitions, permanent hiring, freelance or contract resources, staffing vendors, and nearshore/offshore support.
- Strong analytical and problem-solving skills, with the ability to connect workforce demand, financial information, capacity data, and delivery requirements.
- Strong organizational skills, with the ability to manage competing priorities and time-sensitive staffing requirements in a fast-paced environment.
- Excellent verbal and written communication skills, with the ability to build productive relationships, manage external partners and facilitate workforce planning discussions across multiple departments.
- Experience partnering with Operations, HR (including Talent Team), Finance, Client Leadership, and department leaders on staffing and workforce decisions.
- Experience using resource management, project management, financial planning, CRM, or workflow tools such as M365 Suite, including Excel, Sage Intacct, Float, Workbook, Jira, or similar platforms.

The range of annual base salary for full-time employees for this position is below. Please note that base pay offered may vary depending on factors including your city of residence, job-related knowledge, skills, and experience.
Total compensation range: $100,000—$120,000 CAD
