The Opportunity

Our company is on a trajectory to triple revenues within five years, bringing heightened complexity across suppliers, contractors, and consultants. The successful leader that will join PCH as our Director, Supply Chain & Procurement will drive the upscale of our talent, processes, and systems and support the company growth.

Reporting directly to the Chief Operating Officer and currently leading a team of two direct reports, the leader in this role will drive the optimization of our vendor qualification, tenders, RFPs, and P2P processes, while integrating with our evolving financial systems. Additionally, they will establish direct international supply chain routes (e.g., importing materials from China) and implement a new purchase order system.

Each specialized unit buys differently. Your role will be to build out this function for PCH Builders, establishing the standards, vendor bench, and commercial leverage that comes with buying as a unified enterprise portfolio rather than as a series of separate projects.

We are seeking a highly organized individual with a sharp, process-oriented mindset. You will be the architect of our procurement workflows, responsible not just for managing day-to-day needs, but for actively developing, refining, and maintaining the systems that empower our business units to deliver consistent, high-quality results.

Core Responsibilities

1. Vendor Strategy and Contracting

  • Build and enforce the vendor prequalification framework — capability, experience, insurance, bonding, safety, and financial capacity.
  • Govern RFP and RFQ tendering: package standards, scope integrity, addenda control, and genuine competitive tension.
  • Lead technical and commercial bid evaluation and own award recommendations.
  • Negotiate and execute contracts and subcontracts — scope, price, schedule, risk allocation, insurance, and bonding.
  • Own vendor compliance and performance monitoring, change order governance, and contract closeout.

2. Procure-to-Pay Governance

  • Design the purchase order framework, delegation of authority matrix, and cost-coding discipline.
  • Own expediting and delivery escalation for long-lead and critical-path items.
  • Guarantee three-way match integrity and partner with Finance & Accounting to resolve escalated disputes.

3. Supply Chain and Logistics

  • Own inventory, warehouse, and laydown control across sites.
  • Plan logistics and material distribution for urban, mountain, and deep civil scopes.
  • Identify supply chain risk and maintain live contingency plans — alternate suppliers, substitutions, buffer stock.
  • Run formal supplier performance and relationship management, and manage the corporate vehicle fleet.

4. Function Building

  • Define category strategies across four divisions with materially different supply profiles.
  • Translate the multi-year build pipeline into procurement demand and commitment forecasts.
  • Author procurement policy and standards, and build the team as volume warrants.

Ideal Candidate Profile

  • Experience: 10+ years in procurement or supply chain within construction, real estate development, or heavy civil, including 4+ years leading a function or major category portfolio.
  • Technical Fluency: CCDC and CCA contract forms, Alberta prompt payment and lien legislation, holdback and statutory declaration administration, and procure-to-pay controls in an ERP environment.
  • Credentials: Degree in supply chain, business, engineering, or construction management. SCMP, CSCP, or CPSM strongly preferred.
  • Mindset: You would rather build the function than inherit it. You install controls that survive contact with a busy site. You negotiate hard without burning the bench.


What is required

  • Work In-Office / Travel to sites: 5 days a week. Ability to work in the main office (80 - 90% time) and occasionally travel to different project sites.
  • Flexibility: Availability to work outside standard business hours when necessary to support business needs.
  • Driver's license: Class 5 minimum required, Class 3 considered an asset.
  • Criminal background check: Successful completion of a criminal background check is required.
  • Physical requirements: Ability to lift up to 40 pounds.
