SUMMARY

The Project Officer (PO) supports the effective implementation of programs and projects across the organization. This role involves coordinating with various internal and external teams, ensuring compliance with organizational policies, and driving the achievement of overall program goals and objectives. Reporting to the Program Director, the PO works collaboratively with other Catalyste+ team members to support the full program management cycle, including:

  • Program implementation
  • Catalyste+ Advisor (CA) assignments
  • Monitoring, Evaluation and Learning (MEL)
  • Financial management

A key responsibility of the PO is to ensure all program activities and reports are delivered to a high standard, complying with organizational policies and making the most effective and efficient use of program resources. The PO works closely with program staff, CAs, and In-Country Team (ICT) members in the day-to-day delivery of assignments, and performs other ad hoc duties as required. This position is based in Toronto or Montreal.

KEY RESPONSIBILITIES

Program Support
  • Support program planning and implementation including assignment and activity design, execution, and follow-up, in compliance with policies and procedures, to achieve objectives.
  • Review requests for new partnerships, assignments, and any other submissions, to ensure completeness, clarity, and alignment with country strategies, program objectives, and organizational policies, and liaise with relevant teams to address questions or request additional information.
  • Coordinate with other teams to ensure all program implementation documents—such as funding agreements, MEL forms, expense reports, and other relevant documentation—are complete, accurate, up-to-date, and filed properly according to organizational policies.
  • Collaborate in the preparation of program documents—including annual work plans and reports, communication materials, program briefings, presentations, and other relevant reports or content—for donors or organizational purposes, as requested by the Program Director.
  • Maintain effective working relationships; work collaboratively with others to organize joint activities and ensure smooth implementation of work.
  • Participate actively in meetings and discussions; recommend improvements to processes and operations to enhance the overall effectiveness of the program and organization.
  • Schedule and coordinate program meetings, workshops, international meetings, and conferences with partners and any other stakeholders; prepare background material and agendas, provide logistical support, and document discussions, decisions, and action items to ensure meetings are effective and well documented.
  • Assist in the preparation of concept notes and proposals to external funders and provide periodic program updates, as needed.
Knowledge Management
  • Participate in program assessments, analyze program outcomes to support team learning discussions, and guide improvements for future programming.
  • Compile project results, outputs, and lessons learned for wider dissemination within and outside Catalyste+.
  • Work collaboratively with the MEL and/or Marketing team to create impact stories.
  • Review program materials and prepare synthesis documents summarizing key information, results, success stories, decisions, and recommendations for team discussions.
  • Research specific topics of interest to the program to enrich the knowledge of team members and to move the program forward.
  • Play a key role in applying the Catalyste+ learning agenda within the MEL team, including:
    • Sharing program successes and information
    • Integrating team-based learning
    • Preparing required reports based on lessons learned
    • Collaborating with the MEL team to produce impact stories that highlight program outcomes and achievements
Marketing
  • In collaboration with the Marketing team and other Catalyste+ staff, assist in the drafting and editing of reports, special papers, newsletter articles, and other documents for publication or presentation.
  • Coordinate with the Marketing team and ICTs to identify and organize marketing materials needed to support program implementation.
  • In collaboration with the Marketing team, prepare and/or coordinate written, graphic, and visual materials, as well as social media content for public presentation/dissemination (for networking, public relations, or revenue generation).
  • Support Catalyste+'s participation in activities and engagements—virtual or in person—by providing requested information and preparing briefing notes on program outputs for any audience, including technical, academic, policy, or general public stakeholders.
General Administration
  • Follow up on the program's pipeline of activities throughout the year, including tracking of allocation targets.
  • Act as the program's document gatekeeper, ensuring key documents are organized, available, and accessible.
  • Leverage tools and applications (e.g., Quickbase) to retrieve and aggregate project information in support of the program's reporting requirements.

KNOWLEDGE AND SKILL REQUIREMENTS

  • Professional degree in International Development, International Relations, Economics, Business Administration, or a related field.
  • Minimum three years of relevant experience in supporting or implementing international programs in a donor-funded setting.
  • Demonstrated knowledge of international trade and economic development concepts.
  • Field experience in Sub-Saharan Africa, Latin America, Asia, or the Caribbean is an asset.
  • Experience working with volunteers in the not-for-profit sector is an asset.
  • Full proficiency in English is required (speaking, listening, reading, and writing); working proficiency in French is an asset.
  • Excellent interpersonal, intercultural communication, and analytical skills.
  • Strong collaboration skills, with demonstrated ability to work effectively with diverse, cross-functional teams and manage stakeholders.
  • Culturally sensitive and capable of preserving confidential or sensitive information.
  • Ability to readily adapt to change, multi-task, coordinate, and prioritize day-to-day workload to meet tight timelines.
  • Highly organized and able to manage large volumes of emails, meetings, and data/information in a dynamic environment.
  • Ability to work proactively and independently with a solution-oriented mindset.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook); Google applications (Docs, Sheets, Slides, Meet, etc.); and database management.
  • Comfortable using digital collaboration tools and open to learning new applications.
