RQ00703 - Int. Project Manager/Leader
6-month contract (130 business days) - possible extension
Hybrid work model – 3 days in office (anchor days: Mondays and Wednesdays) - Metro Hall, 55 John Street
Must Haves:
- Post-secondary education in Computer Engineering, Computer Science or a related discipline or an equivalent combination of education and experience.A
- Project Management Professional (PMP) certification is required.
- Extensive experience managing all aspects of transformational enterprise-wide IT projects in complex multi-departmental environments (including budget and timeline management, scope management, estimating and managing project resources, risk management, issues management, organizational change management, timely decision making, critical path identification, business transformation, data transformation/migration, user experience optimization, etc.)
- Oversee all aspects of assigned projects, including project charter development, detailed planning and scheduling, budgeting, risk and issue management, resource allocation, quality assurance, and stakeholder engagement.

As a Senior Project Manager within Technology Services, the role will lead and oversee complex transformation initiatives with a strong focus on managing technology software procurements. This role will be responsible for ensuring the successful delivery of projects that align with strategic objectives, leveraging extensive experience in large-scale project leadership, procurement management, and stakeholder collaboration.
Deliverables:
· Major deliverables include standard project management reporting tools
· Managing project plans
· Completing status reports
· preparing presentation decks for executive leadership when required
· Supporting EARB and CAB meetings and activities
Qualifications:
- Post-secondary education in Computer Engineering, Computer Science or a related discipline or an equivalent combination of education and experience.
- Project Management Professional (PMP) certification is required.
- Extensive experience managing all aspects of transformational enterprise-wide IT projects in complex multi-departmental environments (including budget and timeline management, scope management, estimating and managing project resources, risk management, issues management, organizational change management, timely decision making, critical path identification, business transformation, data transformation/migration, user experience optimization, etc.)
- Considerable experience with contract negotiations, procurement procedures and Vendor and Contract Management.
- Experience working in a matrix project management environment using tools such as Microsoft Enterprise Project Management, SharePoint, or other equivalent project schedule and project document management tools.
- Certified Scrum Master (CSM) certification considered an asset
- Experience managing a project focused on a large technology procurement.
- Knowledge of using project management tools for planning and implementing complex projects and packages.
- Ability to manage large-scale multi-divisional technology projects.
- Excellent communication and presentation skills including ability to effectively communicate project status to multiple streams of Executive and Senior management, business, and technical stakeholders for assigned projects.
- Excellent people management skills and experience working with and managing technical project teams in application development, implementation of infrastructure solutions.
Assignment of Duties:
· Lead and manage enterprise-level transformation projects, ensuring alignment with strategic goals, business needs, and industry best practices.
· Oversee all aspects of assigned projects, including project charter development, detailed planning and scheduling, budgeting, risk and issue management, resource allocation, quality assurance, and stakeholder engagement.
· Lead the preparation, review, and execution of key contractual documents, including REOI, RFI, RFP, RFQ, SOW, MOU, and SLA, ensuring compliance with procurement and financial policies.
· Drive procurement processes for technology software solutions, including the development of procurement strategies, requests for proposals (RFPs), vendor evaluations, and contract negotiations to ensure optimal technology investments.
· Develop and manage project budgets, ensuring financial controls, forecasting, and adherence to corporate financial policies and procedures.
· Proactively identify, assess, and mitigate project risks while ensuring timely resolution of issues that may impact project success.
· Establish and maintain effective partnerships with executive stakeholders, business units, IT teams, vendors, consultants, and cross-functional teams to drive collaboration and project success.
· Direct teams of technical staff, client representatives, contractors, consultants, and vendors to execute project plans effectively and deliver results within scope, time, and budget constraints.
· Supervise and provide leadership to project teams, including workload management, performance oversight, and professional development initiatives.
· Develop and execute change management strategies to ensure smooth adoption of new technologies and business processes across the organization.
· Define and implement best practices, governance frameworks, and project management methodologies aligned with PMI standards and the organization's strategic priorities.
· Manage vendor relationships and performance, ensuring service level agreements are met, deliverables are achieved, and continuous improvements are realized.
· Negotiate and document project scope changes, ensuring transparency in impacts on budget, timelines, and resources.
· Provide executive-level reporting on project progress, financial performance, risk exposure, and strategic alignment.
· Serve as a trusted advisor to senior management, educating and influencing decision, making related to technology solutions, innovation, and digital transformation initiatives.
