Senior Manager, People Operations

Edmonton, AB | Hybrid

Our client is a large and growing project-based organization delivering complex infrastructure, industrial, and construction projects across North America.

Reporting to the senior leadership team, the Senior Manager, People Operations will serve as the primary HR leader supporting a major operational business unit. This role acts as a strategic partner to operational leadership, providing guidance on workforce planning, labour relations, employee relations, organizational effectiveness, and people strategy.

The successful candidate will play a key role in aligning workforce requirements with business objectives while supporting project execution across multiple locations throughout Canada and the United States.

Key Responsibilities Include:

  • Partner with operational leadership to develop and execute workforce and people strategies that support project delivery, operational performance, and business objectives.
  • Lead the development and implementation of strategic HR initiatives across workforce planning, organizational design, employee relations, performance management, talent development, and succession planning.
  • Provide leadership and guidance on labour relations matters, including collective agreement interpretation, grievance management, workforce allocation, union engagement, and labour strategy execution.
  • Collaborate with Talent Acquisition and workforce planning teams to ensure staffing strategies align with project demands, workforce forecasts, and long-term business needs.
  • Identify workforce risks, capability gaps, and succession considerations while supporting sustainable workforce growth and organizational effectiveness.
  • Coach, influence, and support leaders on employee relations, organizational change, performance management, and other people-related matters.
  • Foster strong relationships across both field and corporate environments, serving as a trusted advisor to operational leadership and key stakeholders.
  • Drive consistency, governance, and continuous improvement across HR programs, service delivery models, policies, and processes.
  • Support the development of scalable people practices that enhance workforce performance, operational effectiveness, and long-term organizational growth.

Key Qualifications Include:

  • Post-secondary degree or diploma in Human Resources, Labour Relations, Business Administration, or a related discipline.
  • Minimum 10 years of progressive Human Resources experience supporting complex operational environments, combined with at least 5 years of leadership experience.
  • Previous exposure or experience with US employment environments is considered an asset.
  • Experience supporting operations within construction, infrastructure, utilities, industrial, energy, engineering, or other project-based organizations.
  • Demonstrated success partnering with senior operational leaders and providing strategic people leadership within fast-paced environments.
  • Strong employee relations experience, including investigations, performance management, organizational change, and conflict resolution.
  • Working knowledge of labour relations, collective agreement administration, grievance management, and unionized work environments.
  • Proven ability to influence leaders, navigate complex stakeholder groups, and build alignment across multiple functions.
  • Strong analytical, problem-solving, and decision-making capabilities with the ability to balance business objectives and people considerations.
  • Ability to operate effectively in both field-based and corporate environments.
  • Willingness and ability to travel regularly throughout North America (approximately 20-30%).
