PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canadas largest airport for the future of air travelincluding critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
JOB SUMMARY
The Procurement Manager plays a critical role in the delivery of the Pearson Accelerator Program, overseeing the procurement function and leading a team of procurement professionals responsible for procurement of goods, services and construction packages for all phases of the Program. This is a strategic and results-driven position responsible for developing and executing procurement strategies that support Program objectives, maximize value, manage risk, and ensure the timely delivery of procurement activities. The Procurement Manager will lead sourcing initiatives, vendor management, contract formation, market engagement, and procurement governance while fostering strong relationships with the Client, internal stakeholders, subcontractors, and suppliers.
The ideal candidate brings extensive experience delivering procurement activities on large-scale infrastructure or construction projects and has a proven track record of leading high-performing teams in complex, fast-paced environments. They possess strong commercial acumen, technical proficiency, exceptional communication and negotiation skills and the ability to develop innovative procurement strategies that drive competition, supplier diversity and operational excellence.
RESPONSIBILITIES
- Establish, lead and develop a high performing procurement team responsible for the efficient and effective procurement of goods, services and construction subcontract packages across the Sub-Program.
- Provide leadership, mentorship, coaching, and career development opportunities to the Procurement team members while fostering a collaborative, accountable and high-performing culture.
- Play a key role in establishing, implementing and continuously improving PACTs procurement management plan, governance framework, policies, procedures, templates, and best practices.
- Ensure that all procurement activities are conducted in compliance with PACTs policies, contractual requirements, applicable legislation, ethical standards and industry best practices.
- Develop, maintain and manage the Procurement Event Schedule and working closely with Operations and other stakeholders to ensure procurement activities are aligned with project requirements and delivery milestones.
- Accountable for timely and cost-effective acquisition of goods and services and subcontracted works required to support Program delivery.
- Develop and implement procurement strategies that align with Program objectives, maximize competition, optimize value, and mitigate supply chain risks.
- Lead and oversee end-to-end procurement processes, including market engagement, prequalification, tendering, bid evaluation, negotiations, contract award, supplier onboarding, and contract execution.
- Lead commercial negotiations and contract formation activities to secure the best overall value while appropriately allocating and managing risk.
- Build and maintain strong working relationships with the Client, project stakeholders, suppliers and industry partners.
- Review and approve procurement strategies, tender documents, evaluation recommendations and contract award submissions prior to submission to the Client.
- Establish, monitor, and report on key performance indicators (KPIs), including procurement cycle times, supplier performance and diversity participation.
- Identify and drive cost optimization, value engineering, and continuous improvement initiatives throughout the procurement lifecycle.
- Collaborate with finance, operations, and other departments to support budget development, target cost proposals, forecasting and risk management activities.
- Identify, assess and mitigate procurement and supply chain risks, including market constraints, material shortages, schedule impacts and supplier performance.
- Support the achievement of Program objectives related to Indigenous, diverse, and local supplier participation through proactive market engagement and inclusive procurement practices.
WORKING CONDITIONS
The position will be based at our office in Mississauga, Ontario, with visits to the Airport construction site as required. This position is 5 days per week in the office. Your regular work schedule will generally be Monday to Friday during site hours.From time to time, operational needs may require you to work outside those hours. All employees must complete a RAIC and Criminal background check upon joining the company.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
- Bachelors degree in Engineering, Business Administration, Supply Chain Management, or a related field.
- Professional certifications, such as Certified Professional Purchaser (C.P.P) or Certified Supply Chain Management Professional (SCMP) designation is considered an asset.
- 10+ years of experience in procurement or relevant experience in large complex infrastructure programs in an operational or aviation environment.
- Proven knowledge and experience in contract law and negotiating contracts in relation to commercial and general terms and conditions.
- Strong understanding of procurement and supply chain principles, techniques, best practices and ethics.
- Post award and contract management experience is considered an asset.
- Experience with procurement systems/ERP tools (e.g., ACC BuildingConnected, TradeTapp, SAP, Oracle).
- Exceptional time management skills, able to work on multiple projects at the same time and manage and coordinate competing organizational needs.
- Ability to build and maintain productive relationships and partnerships at all levels of the organization across the project.
- Attention to detail and excellent analytical, organizational, and problem-solving skills.
- Strong communication and stakeholder management abilities.
- Experienced in establishing, leading and developing high performing teams in complex, fast-paced environments.
- Valid drivers license and eligibility for RAIC clearance required.
