1-year 10-month contract (447 business days) - possible extension
ONSITE 5 days - 222 Jarvis St., Toronto

Must have:
- Over 10+ years of project management experience leading and planning complex, mission-critical projects or initiatives involving business transformation, and design, development, implementation, and integration of IT solutions and services including web-based applications, Cloud-based services, and API's.
- 10+ years knowledge and experience with designing, implementing and integrating web-based applications and/or cloud-based micro-services and solutions using full stack Java-based, and/or Microsoft .Net technologies.
- 7+ years of experience with Agile project management and development practices (Scrum Master certified preferred); managing the backlog, sprint planning, velocity tracking, Agile testing, retrospects, etc.
- Experience with project management software such as MS Project, Planview, Jira, or Microsoft DevOps Azure.
- Experience with the implementation of web applications and services using cloud technology such as MS Azure, OpenShift, Kubernetes, Docker; and web application servers such as Solaris, Red Hat, IBM WAS 8.0+, IBM Cloud Pak.
Responsibilities:
- Provide project management for various high-profile projects within the branch
- Ensure project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
- Interact with senior staff within the ministry and with external partners and manage relationships
- Lead organizational development, strategy development, business planning, and ministry funding requests.
- Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
- Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
- Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
- Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
- Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
- Use ministry project management tools for recording and reporting project/program data
- Participate in team meetings
- Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
- Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
- Manage and monitor project progress, critical path activities, and report on slippage
- Create overall project status and project progress reports for project executives and stakeholders
- Identify and manage issues, review issue status, and produce issue logs
- Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
- Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
- Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
- Prepare business transformation and adoption plans
- Create and provide knowledge transfer documentation as part of the knowledge transfer plan
- Establish and participate in steering committee and stakeholder forums
- Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
- Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
- Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
- Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
- Be a demonstrated team player with a track record for meeting deadlines.
