Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.
Position Summary:
Under the general direction of the AVP, Strategy & Innovation, the Project Manager is responsible for planning, coordinating, and delivering assigned projects within scope, quality, schedule, and budget expectations.
This role works closely with internal teams, vendors, and other interested parties—including the BC Ministry of Health—to deliver initiatives aligned with organizational priorities. The Project Manager applies established governance processes and delivery practices, using agile approaches, namely Scaled Agile (SAFe) to support effective, value-driven delivery.
Key Accountabilities:
Project Delivery
  • Lead the end-to-end delivery of assigned projects, ensuring alignment with scope, timelines, budget, and quality standards.
  • Develop and maintain project plans, schedules, and documentation to support successful delivery.
  • Manage scope, risks, issues, and dependencies throughout the project lifecycle.
Governance and Reporting
  • Support project governance by preparing materials, tracking decisions, and reporting on status, risks, and financials.
  • Provide clear, timely updates through established governance forums, enabling informed decision-making.
Team Coordination
  • Coordinate cross-functional teams, including internal staff, contractors, clients and vendors, to deliver project outcomes.
  • Build and maintain effective working relationships with interested parties, including the project sponsors, ensuring alignment and engagement.
  • Facilitate project meetings and drive discussions to support progress and issue resolution.
Planning and Execution
  • Support development of project charters, business cases, estimates, and requirements in partnership with sponsors and stakeholders.
  • Work with business and technical leads to identify delivery requirements, dependencies, and implementation considerations.
Financial and Resource Management
  • Monitor project budgets and resource utilization; identify and escalate variances or risks as required.
Quality and Continuous Improvement
  • Ensure adherence to established methodologies, standards, and documentation requirements.
  • Support testing, implementation, and quality assurance activities.
  • Contribute to continuous improvement by applying best practices, tools, and lessons learned.
Delivery Support
  • Support business analysis and delivery activities as needed (e.g., requirements gathering, process documentation, testing coordination, implementation support).
Other Duties
  • Perform other related duties as assigned.
Required Education and Experience:
  • 3–5 years of experience delivering technology-enabled projects in complex environments (e.g., health, insurance, financial, or public sector environments).
  • Bachelor's degree in Computer Science, Business, or a related field
  • Demonstrated experience coordinating cross-functional teams and delivering projects across multiple phases.
  • Experience working with a diverse range of internal and external parties, including clients, vendors and partners.
  • Experience balancing scope, timelines, cost, and risk to support effective delivery outcomes.
  • Familiarity with agile delivery approaches, including exposure to SAFe.
  • Experience working in matrixed environments with a mix of exempt staff, bargaining unit employees, and vendors.
  • A combination of education and experience may be considered.
Preferred Qualifications:
  • Formal certification or training in project management (Prince 2, PMP, Scrum/ Agile, ITIL, Lean)
  • Experience delivering projects for public sector clients
Knowledge, Skills, and Abilities:
  • Strong understanding of project management principles, methodologies, and governance practices.
  • Working knowledge of agile delivery approaches and enterprise agile frameworks (e.g., SAFe).
  • Strong communication, facilitation, and relationship management skills.
  • Ability to manage multiple priorities and projects in a fast-paced, complex environment.
  • Proven ability to collaborate effectively across business and technical teams.
  • Knowledge of software development lifecycles, testing, and quality assurance practices.
  • Strong organizational skills and attention to detail.
  • Team-oriented, with a commitment to knowledge sharing and continuous improvement.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $76,800 - $115,200 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
