PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto
Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canadas largest airport for the future of air travelincluding critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
JOB SUMMARY
The Health & Safety Manager is responsible for leading and overseeing the development, implementation, and enforcement of PACTs health and safety program across all Sub-Programs. This role ensures compliance with applicable legislation, GTAA requirements, and PACT governance while promoting a strong safety cultureacross the project. This role will support construction activities within active airport and operationalenvironments where maintaining safety, operational continuity, and stakeholdercoordination are critical. The successful candidate will provide leadership acrossmultiple work fronts and contractors while ensuring safety performance aligns with
program objectives and regulatory requirements.
RESPONSIBILITIES
- Lead and manage PACTs health and safety program across all Sub-Programs
and work sites - Develop, implement, and maintain health and safety policies, procedures, andprograms in compliance with legislation and project requirements
- Ensure compliance with GTAA standards, regulatory requirements, andcontractual obligations
- Provide leadership and guidance to project teams, supervisors, and contractorson health and safety matters
- Conduct site inspections, audits, and safety reviews to identify hazards, risks, andnon-compliance
- Lead incident investigations, root cause analysis, and corrective actionimplementation
- Monitor safety performance metrics and prepare reports for Program Leadershipand governance forums
- Support risk assessments, job hazard analyses, and safe work planning
- Coordinate health and safety training, orientations, and competency requirements
- Act as the primary interface with regulators, GTAA representatives, and externalstakeholders on safety matters
- Promote continuous improvement through lessons learned and best practices
- Support a proactive safety culture through engagement, coaching, and leadershippresence in the field
WORK CONDITIONS
The position will be based at our office in Mississauga, Ontario, with visits to the Airport site as required. Your work schedule will be Monday to Friday during regular office or site hours. At times, operational needs may require work outside these hours, with reasonable notice provided. All schedule or on-call adjustments will comply with
applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background check and successfully attain a Restricted Access Identity Card (RAIC) upon joining the company
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
- Experience working on airport projects, active operational environments, or largescale aviation infrastructure projects is strongly preferred
- Minimum 5 years of progressive health and safety experience in construction, airport, or major infrastructure project environments
- Post-secondary education in Occupational Health & Safety, Environmental Health, Engineering, or a related discipline
- Professional safety certification (e.g., CRSP, CHSC, or equivalent) is strongly preferred
- Strong knowledge of Ontario health and safety legislation and regulatory requirements
- Experience leading health and safety programs within live, highly regulated operational environments
- Proven ability to influence and lead safety performance across multiple contractors, stakeholders, and project teams
- Experience conducting audits, investigations, corrective actions, and safety performance reporting
- Strong communication, coaching, and stakeholder management skills
- Ability to operate effectively within structured governance and escalation frameworks
- Experience working within large-scale infrastructure, transportation, industrial, or joint venture environments is considered an asset
