Job Scope:

The Human Resources Director works under the general direction of the CEO and in close collaboration with the COO and CFO. This role provides strategic leadership, direction, and oversight of all human resources functions, aligning HR strategies with organizational objectives and ensuring compliance with applicable legislation, policies, and best practices.

The position requires a high degree of independence, professional judgment, and confidentiality. The incumbent provides expert guidance to senior management on a wide range of HR matters and ensures the consistent application of company policies and programs across all departments.

Major Responsibilities (not limited to):

  • Work closely with the CEO, COO & CFO.
  • Prepare reports, budgets, recommendations, and presentations as required.
  • Lead, direct, mentor, and support departmental staff consistent with company values, policies, and procedures; including strategic planning, recruiting, development, and performance evaluation.
  • Develop strategy and programs related to succession planning, workforce planning, staff development, performance assessment, and training.
  • Lead organizational development and change management initiatives to support growth and operational effectiveness.
  • Develop and promote good management/employee relations and support employee engagement and culture-building initiatives.
  • Develop and promote Diversity, Equity & Inclusion (DEI) strategies to ensure equitable workplace practices.
  • Act as lead negotiator during collective bargaining. Liaise with unions to administer or resolve issues related to collective agreements.
  • Oversee the full grievance management process, including dispute resolution, mediation, and arbitration preparation.
  • Manage comprehensive health, safety & wellness programs based on regulatory requirements, industry standards, and recognized best practices.
  • Ensure compliance with federal and provincial employment legislation, human rights laws, accessibility standards, privacy requirements, and other regulatory obligations.
  • Develop, recommend, implement, administer, and ensure compliance of the total compensation program, including salary administration, job evaluation, pay equity, benefits, and pension programs.
  • Oversee HR metrics, analytics, and forecasting to support data-driven decision-making and measure program effectiveness.
  • Lead the optimization and governance of HRIS systems, ensuring data integrity, improved efficiency, and enhanced employee experience.
  • Develop, recommend, implement, and administer HR policies and procedures.
  • Provide strategic advice and coaching to managers and employees.
  • Responsible for recruitment and staffing programs.
  • Conduct and/or review investigations, advise on policy violations, and make recommendations for corrective action.
  • Identify, assess, and mitigate HR-related risks, including compliance gaps and workforce operational risks.
  • Develop, maintain, and report on HR and management information.
  • Partner with Finance in the successful delivery of budget and complement control, payroll, benefits, union negotiations, and policy development.
  • Liaise with various boards, external lawyers, consultants, and carriers as needed.
  • Lead and/or undertake special projects for the company.
  • Related duties as assigned.

Education, Experience & Qualifications:

  • University degree in Human Resources Management, Business Administration, Labour Relations, or a related discipline.
  • Minimum of ten (10) years of progressively responsible HR experience, including at least five (5) years in a management capacity.
  • CHRL designation (or in progress) considered a strong asset.
  • Proven experience in labour relations, with demonstrated success in collective bargaining and in-depth knowledge of federal and provincial labour laws, policies, and standards.
  • Advanced understanding of compensation, payroll, benefits, job evaluation, and pay equity principles.
  • Experience with organizational development, change management, and workforce planning.
  • Strong public speaking, communication, and interpersonal skills; able to address complex and sensitive issues with diplomacy and authority.
  • Demonstrated leadership capabilities with a high degree of professional independence and sound judgment.
  • Strong organizational, strategic planning, and financial management skills, with the ability to navigate politically sensitive environments.
  • Proven critical thinking, problem-solving, and performance improvement capabilities.
  • Exceptional judgment and collaboration skills, able to build consensus across diverse stakeholder groups.
  • Proficiency in HRIS, Microsoft Office, HR analytics, and other relevant applications.
