Overview
The Health Analyst, Planning, Evaluation and Risk will lead data governance, data quality improvements, and analytics to support performance measurement, planning, and quality improvement initiatives across the Centre. This role will work in a matrix, team-based environment under the overall supervision of the Director, Finance & Corporate Services.
The Health Analyst will be responsible for developing and implementing data workflows, quality assurance processes, and privacy protocols to strengthen the integrity and use of health data. The Health Analyst will also design and monitor performance metrics, indicators, and reporting tools to support evidence-informed decision-making, evaluation, and Centre-wide quality improvement planning.
Key Responsibilities
Overall Data Governance
- Act as a change agent and coach to inter-disciplinary teams on data management, performance measurement and effective use of digital health assets.
- Design data workflows and develop policies and standard operating procedures to ensure high quality datasets across the Centre
- Utilize the People, Process, and Technology framework to develop a data quality strategy for the Centre
- Support the Privacy Officer with the development of data privacy assurance protocols and the administration of routine privacy audits
Data Quality Improvement
- Develop and support administrative staff in maintaining data quality assurance processes (i.e. data verification/validation, audits, data clean-up, etc.)
- Develop data quality indicators/metrics to monitor trends
- Support leadership to monitor established data quality assurance processes using data quality metrics
- Drive data quality improvement activities for priority datasets (i.e. sociodemographic data, clinical datasets, etc.)
- Identify datasets fit for use (i.e. data analytics)
- Identify and implement data automation tools to eliminate duplication of data, errors, and manual data entry
- Identifies other data collection methods as needed that could be of benefit
Quality Improvement, Decision-Making, Reporting, & Performance Management
- Develop quality improvement and performance management metrics/indicators and monitoring reports/dashboards (i.e. patient safety indicators, health outcome measures, clinician performance metrics, patient reported outcome measures, etc.)
- Support leadership with utilizing LEAN and QI tools/methodologies (root cause analyses, process mapping, run charts, PSDA cycles, etc.)
- Provide decision-support tools to senior leadership for planning operations
- Utilize project management, business process management, and change management disciplines to ensure timely and cost-effective efforts
- Lead quarterly and annual reports for internal operations and external reporting
- Develop quality improvement plans Centre-wide under the direction of the Director, Health Services
- Provides leadership for and reports on client experience surveys, community needs assessments, and health equity measures.
- Assist with other duties as assigned.
Qualifications
- Masters in Public Health, Health Administration, Epidemiology or equivalent combination of training and experience.
- 3-5 years experience in a health setting, experience with not-for-profit organizations is an asset.
- Expertise in electronic health records data management (i.e. data life cycle management and data stewardship)
- Demonstrated understanding of quality improvement and program evaluation frameworks and able to generate indicators to support effective and strategic decision-making with a health equity lens.
- Uses a variety of software applications at an advanced level to prepare reports and conduct statistical analysis.
- Demonstrated skills in developing standard operating procedures for the collection, maintenance, and use of high-quality data
- Strong interpersonal and project management skills with ability to pro-actively think outside the box.
- Excellent writing skills and possesses ability to generate comprehensive reports.
- Experience working with a diverse interprofessional team.
- Experience with Electronic Health Records (specifically PSS) and reporting tools (J reports, BIRT, OHRS, etc.).
- Uses a variety of software applications at an advanced level to prepare reports and conduct statistical analysis.
- Demonstrated skills in policy development and presentations to a variety of audiences
- French is considered an asset
Salary range is $80,116.40 - $91,036.40 commiserate with experience
