Shift Work Required: NoDuties and Responsibilities:Reporting to the Deputy CIO, Business Solutions & Project Delivery, this position:
- Envisions and provides IT architecture expertise, ensuring all technology solutions align with corporate policies, security standards, and the City's strategic objectives.
- Participates in the intake process and full project management lifecycle to assess and validate proposed technology solutions against City standards, architectural principles, and strategic direction.
- Aligns overall technology architecture with the City's strategic objectives and the Corporate Technology Strategic Plan (CTSP) approved by Council in 2023.
- Develops and manages technology roadmaps, ensuring alignment with standards, cost optimization, and long-term strategic outcomes across all systems and applications.
- Leads the design, evaluation, and implementation of scalable, secure, interoperable, and integrated technology architectures spanning infrastructure, cloud, application, and data domains.
- Establishes and maintains architecture frameworks, standards, and models to guide technology planning and solution design across all City systems and services.
- Develops and enforces architecture governance processes, ensuring compliance with City policies, accessibility standards, data governance practices, and legislative requirements.
- Evaluates, researches, and recommends appropriate technologies, platforms, and tools, determining whether solutions integrate into existing technology stacks or require new approaches.
- Collaborates with cybersecurity division to embed privacy, risk management, and security-by-design principles into all technology architectures and solutions.
- Conducts research and analysis on emerging technology trends and assesses their potential to enhance corporate systems, business applications, and digital services.
- Provides architectural oversight, governance, and strategic input for major technology programs and projects to ensure compliance, alignment, and delivery of business value.
- Supports application and technology lifecycle management, including modernization planning, system rationalization, and transition strategies for legacy solutions.
- Partners with City departments, PMO staff, and subject matter experts to embed architectural principles and ensure consistency in technology planning, evaluation, and implementation.
- Defines and maintains integration and solution design patterns, promoting interoperability and consistent technical approaches across platforms and departments.
- Collaborates with stakeholders to design IT and business solutions that meet operational needs, adhere to corporate objectives, and support scalable, sustainable technology practices.
- Identifies opportunities for innovation, automation, and digital transformation through technology pilots and continuous improvement initiatives.
- Supports the development, monitoring, and forecasting of budgets related to architecture initiatives, technology investments, and infrastructure planning.
- Communicates complex technical concepts in clear, business-focused language and provides advisory input to leadership, PMO, and project teams.
- Maintains architecture documentation, standards repositories, and design artefacts, fostering knowledge sharing and mentoring within technical teams.
- Performs Occupational Health and Safety duties as outlined in the Corporate Health and Safety Program.
- Performs other related duties as required.
- Must have a Master's Degree in Computer Science, Information Technology, Business Administration or related field, or Ontario Ministry of Education equivalency and a minimum of two (2) years of experience in Information Technology;
- OR Must have a University Degree in Computer Science, Information Technology, Business Administration or related field, or Ontario Ministry of Education equivalency and a minimum of four (4) years experience in Information Technology;
- OR Must have a Community College Diploma in Computer Science, Information Technology, Business Administration or related field or Ontario Ministry of Education equivalency, and a minimum of six (6) years experience in Information Technology;
- OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year post secondary course in Computer Science, Information Technology, Business Administration or related field, or Ontario Ministry of Education equivalency and a minimum of ten (10) years of experience in Information Technology;
- Requires specialized knowledge of business processes, technology solutions and IT infrastructure, along with knowledge of methods to maximize technology optimization through architecture.
- Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with work;
- Given that this job is a new position a Physical Demands Analysis will be completed with the incumbent after approximately six months of occupying the position.
