The Environmental Compliance Officer is responsible for ensuring all environmental aspects of the project are implemented, monitored, and reported in compliance with environmental regulations, permits, and contractual obligations. This role plays a key part in supporting sustainable infrastructure delivery through diligent oversight and proactive environmental management.

ABOUT THE ROLE
As an Environmental Compliance Officer, you will oversee environmental compliance across all phases of project execution. You will monitor and track adherence to environmental standards, coordinate reporting requirements, and ensure that all project activities align with regulatory framework, environmental permits and internal management systems. Working closely with multidisciplinary teams, you will help drive a culture of environmental responsibility and continuous improvement in compliance performance.
Key Responsibilities
- Monitor, track, and report on project environmental performance to confirm compliance with all applicable environmental assessment requirements, legislation, and contractual obligations.
- Review and cross-reference project activities against Environmental Reference Documents, Permits, Licences, Approvals, Agreements, and Environmental Management Plans.
- Collaborate with internal teams to develop and implement environmental procedures, programs, and systems ensuring compliance with regulatory and project requirements.
- Provide technical expertise in ISO 14001 Environmental Management Systems and support documentation, training, and implementation.
- Prepare for and attend internal and external environmental audits.
- Coordinate the submission of environmental deliverables and ensure timely completion.
- Track and report on environmental compliance with contractual and regulatory requirements.
- Review and comment on environmental monitoring reports, plans, and procedures.
- Compile and present environmental data in monthly reports.
- Prepare and coordinate Environmental Working Group (EWG) meeting materials, including presentations and minutes.
- Respond to Conformance Review Reports (CRRs) and Non-Conformance Reports (NCRs) from clients and regulatory agencies.
- Supervise and mentor junior environmental professionals, fostering knowledge growth and technical development.
Knowledge, Skills & Abilities
- Strong understanding of environmental compliance and monitoring within large-scale construction projects.
- Proficient knowledge of environmental management systems, particularly ISO 14001.
- Familiarity with environmental inspection best practices, including the Construction Administration and Inspection Task Manual (MTO, April 2005 or later versions).
- In-depth understanding of federal and Ontario environmental legislation, policies, and procedures.
- Excellent organizational, analytical, and problem-solving skills.
- Strong communication and stakeholder engagement skills with the ability to liaise effectively across teams and external authorities.
- Leadership and mentorship abilities to support the development of environmental team members.
Qualifications & Experience
- Bachelor's degree or higher in Environmental Science, Ecology, Biology, or a related discipline from a recognized university.
- Minimum of 5 years of experience in environmental inspection, monitoring, and compliance on major construction or infrastructure projects in Ontario.
- Demonstrated experience implementing ISO 14001-aligned Environmental Management Systems (EMS).
- Proven ability to coordinate complex environmental deliverables and meet strict reporting deadlines.
- Experience engaging with contractors, consultants, and government agencies on environmental compliance matters.
Certificates, Licenses, Registrations
- Valid Class G Ontario Driver's Licence and access to a reliable vehicle (travel to project sites may be required).
- Professional designation(s) such as Environmental Professional (EP), Certified Environmental Practitioner (CEPIT/EPt), or registration with a relevant professional association (e.g., ECO Canada, OPCEA, OACETT, or equivalent) considered an asset.
- Training certifications in erosion and sediment control, spill response, or environmental inspection considered an asset.
- Current Health, Safety and Environmental (HSE) training certificates such as WHMIS, Working at Heights, or Construction Safety Awareness preferred.
- Eligibility for or possession of project-specific security clearance or site access credentials, as required by the client.
