PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canadas largest airport for the future of air travelincluding critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.

JOB SUMMARY

The Pearson Airport Construction Team (PACT) is seeking an experienced Quality Manager to oversee and drive quality assurance and control efforts across one of Canadas largest and most complex aviation infrastructure programs. The Quality Manager will ensure all construction activities, materials, and deliverables meet regulatory standards, project specifications, and contractual obligations. This role is central to promoting a culture of excellence, accountability, and continuous improvement throughout the project lifecycle.

KEY RESPONSIBILITIES

  • Lead the development, implementation, and management of the Project Quality Management Plan (PQMP) in alignment with client, regulatory, and contractual requirements.
  • Oversee quality performance across all work packagescivil, structural, airfield, terminal, and building systemsand ensure compliance with ISO standards, GTAA specifications, and industry best practices.
  • Work closely with design, construction, and subcontractor teams to implement effective Inspection and Test Plans (ITPs), hold points, and quality checkpoints.
  • Conduct regular audits, inspections, and surveillance of field activities and documentation to verify compliance.
  • Manage Non-Conformance Reports (NCRs) and corrective action processes, ensuring timely resolution and root cause analysis.
  • Facilitate training and quality awareness programs for project staff and subcontractors to reinforce quality standards.
  • Serve as the main liaison with the clients Quality representatives and third-party inspectors, managing communications and resolution of findings.
  • Ensure all quality documentation (ITPs, material submittals, inspection records, etc.) is properly tracked, filed, and maintained for turnover and commissioning.
  • Provide leadership in continuous improvement initiatives and lessons learned to enhance overall project performance.
  • Support readiness for commissioning and handover by ensuring documentation and construction meet as-built and turnover quality expectations.

WORK CONDITIONS

  • Based at project offices in Mississauga, with frequent visits to airside and terminal construction zones.
  • Full-time, Monday to Friday, approx. 8:00am5:00pm (1-hour lunch or as agreed).
  • RAIC clearance and Criminal Background Check are mandatory due to airport security requirements.

DESIRED SKILLS, KNOWLEDGE, & QUALIFICATIONS

  • Minimum 810 years of quality management experience in large-scale construction projects; aviation or transit infrastructure experience preferred.
  • Degree or diploma in Civil Engineering, Construction Management, Quality Assurance, or a related discipline.
  • Certification in ISO 9001:2015, CQE, or equivalent quality management systems.
  • Experience working with progressive design-build or P3 project delivery models.
  • Strong understanding of construction processes, codes, regulations, and materials testing.
  • Excellent leadership, problem-solving, and communication skills, with the ability to influence and hold teams accountable.
  • Proficiency in Microsoft Office, Bluebeam, Procore, and quality tracking/reporting tools.
  • Ability to work independently and collaboratively across diverse technical and field teams.
  • Experience with turnover/commissioning documentation and closeout procedures is an asset.
