Responsibilities

The Business Architect will be responsible for supporting the portfolio's vision to re-imagine healthcare provider identity and access management assets, fostering a more connected healthcare system, and promoting a citizen-centered, digital-first mindset. The Business Architect will support the Digital Excellence in Health digital and transformation strategy, roadmap, and change management, working closely with stakeholders and teams to deliver business outcomes across a complex stakeholder landscape. The Business Architect will design ONE ID's business and operating models to achieve its strategic vision and build transformative identity and access management capabilities.

Key responsibilities include:

Facilitate Business Model Innovation and Transformation:

  • Analyze existing business and operating models to identify areas for innovation and transformation.
  • Develop and implement innovative business models aligned with Ontario Health's strategic goals.
  • Collaborate with stakeholders to ensure successful adoption of new business models.

Support Fiscal Responsibility:

  • Evaluate IT products and services for cost-effectiveness and value for money.
  • Monitor and report on financial performance and resource utilization to align with budget constraints.

Guide Modernization Efforts:

  • Assess current technologies and processes to identify modernization opportunities.
  • Define and implement new technologies and processes to improve efficiency and effectiveness.
  • Stay updated on industry trends and best practices to guide modernization efforts.

Standardize Identity and Access Management:

  • Develop and enforce standards for identity and access management for ONE ID 2.0.
  • Design and implement streamlined processes and working with the solution architect on technologies to achieve efficiencies and standardization.
  • Ensure compliance with relevant regulations and policies.

Implement Customer-Centered Digital Transformation:

  • Advocate for a customer-centered approach in all digital initiatives.
  • Design solutions to enhance user experience and satisfaction.
  • Gather and incorporate feedback from users to continuously improve digital services.

Oversee Coexistence and Migration Strategy:

  • Develop and maintain a detailed plan for the coexistence of old and new identity and access management solutions.
  • Design and oversee the implementation of a migration strategy for users, organizations (Health Information Custodians - HICs), services, and identity providers.
  • Monitor and manage the transition process to ensure minimal disruption to services.
  • Coordinate with IT and other stakeholders to address any issues during the migration.
  • Provide training and ongoing support to users during the transition period.

Desired Skills:

  • Knowledge and experience with of information technology and Identity and Access Management providing the ability to integrate and identify digitally-enabled opportunities to solve business pressures/needs;
  • Knowledge and experience with cloud operating models, modern digital identity patterns, implementations and solutions

Requirements

Required Experience / Evaluation Criteria

Business Architecture - 10 Points

  • Minimum 5+ years' experience as a Business Architect working specifically in the strategic and business domain

Business Architecture - 20 Points

  • Demonstrated experience in leading the development and/or implementation of product level Operating Models including (but not limited to):
  • Partner engagement and facilitations
  • Consensus building and negotiations
  • Developing component models in support of Operating Model (e.g. process, KPI's, service models, value streams, capability models, etc)
  • Communications and change management activities
  • Implementation of the Operating model

Business Architecture - 20 points

  • Demonstrated experience leading provincial level transformation initiatives resulting from strategic direction changes. Experience must include (but not limited to):
  • Partner engagement and facilitations
  • Consensus building and negotiations
  • Developing relevant models in support of transformations change (e.g. process/service models, value streams, capability models, current state target state etc)
  • Communications and change management activities

Business Architecture - 25 points

  • Demonstrated experience developing business architecture artifacts to support delivery of data and interoperability services, including (but not limited to):
  • Business concept/context architectures
  • Value Streams
  • Capability & Functional models, information models, Data flow diagrams etc.
  • TOGAF concepts

Cloud Operating Model and Digital Identity - 25 Points

  • Demonstrated knowledge implementing Cloud and working with digital identity capabilities including (but not limited to):
  • Solid understanding of Identity and Access Management capabilities
  • Developing business architecture artifacts to support solution development

Deliverables

Architecture Artifacts:

  • Develop conceptual and business architecture artifacts to aid solution architectures, business processes, requirements, program and product design and structures, and business canvas models.
  • Operational Model Implementations:
  • Develop and lead the implementation of operational models, including capability maps, value streams, business context diagrams, and motivation models.

Cross-Functional Facilitation:

  • Support the ONE ID Modernization Project by facilitating cross-functional teams to prioritize workstreams.
  • Facilitate interaction with business leaders, product managers, and owners to discuss the risks and implications of decisions on the line of business, business unit, and enterprise.

Management Consultancy:

  • Provide consultancy services to business leaders, units, and stakeholders, supporting design thinking, business modeling, ecosystem modeling, innovation management, IT investment analysis, and operating model design.

Innovative Solutions:

  • Create innovative solutions to identified challenges, propose recommendations for improvements, and develop and track performance metrics and outcome measures.
  • Deliver tailored transformation recommendations and action plans to guide business leaders and initiative owners.

Initiative Leadership:

  • Lead assigned initiatives from end-to-end, ensuring successful delivery.
  • Process and Procedure Development:
  • Facilitate the development of new processes and procedures to enable transformation without compromising business and operational continuity.

Best Practices Support:

  • Support best practices such as design thinking/user-centered design, customer experience, service design, LEAN/LEAN Startup, Agile methods, customer journey mapping, user research, and user experience.

Must haves:

  • Experience with Identity and Access Management products or initiatives strongly preferred
  • Demonstrated experience with developing and implementation of operating models
  • Experience in leading/conducting organizational transformation needs assessments for major transformation initiatives, including identifying organizational readiness to transform, catalysts driving the need for the change, scope of the transformation, size, scale and ‘whole system' impacts, risks, challenges, opportunities and success indicators
  • Strong knowledge and experience in developing and implementing change management strategies, application of continuous improvement tools and techniques (such as Lean Six Sigma, AGILE, Business Process Reengineering) and use of different approaches such as for implementation and sustainment
  • Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, capability mapping and other related disciplines.
  • Experience in conducting digital related value stream analyses and documenting knowledge inputs and outputs as well as "as is" and "to be" processes
  • Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations
  • Excellent understanding of diverse business environments, especially government environments, and an excellent understanding of the business drivers in these environments
  • Experience with Business and Information Management & IT strategic and operational planning and performance management practices, especially as they apply to the public sector environment
  • Excellent facilitation, negotiation and consensus building skills
  • Excellent communication/presentation skills in both verbal and written formats to all levels of the organization
