POSITION: PUBLIC WORKS MAINTENANCE FOREMAN
HOUR OF WORK: FULL-TIME, PERMANENT (35 HRS/WEEK)
REPORTS TO: PUBLIC WORKS MANAGER
WAGE RANGE: $33.00 - $36.00/per hour
PROGRAM
The Public Works (PW) Department provides capital services including infrastructure planning, design and construction, and improvement projects. The department also focuses on the maintenance, repair and operation of all SȾÁUTW̱ First Nation (TFN) buildings, water systems and roads.
PURPOSE OF THE POSITION
The Public Works Maintenance Foreman plans, organizes, directs and integrates public works and utilities activities and functions; oversees professional assistance to management in areas of expertise including infrastructure, water systems, parks and recreation maintenance; and oversees operation of water, streets, sanitation, parks and TFN buildings and work sites. The incumbent is also responsible for road and sidewalk maintenance, snow removal and salting of TFN public roads and parking lots/area, including weather watch and being able to work before or after normal working hours.
DUTIES AND RESPONSIBILITIES
- Assists in supervision of approximately 4-6 staff.
- Assists in overseeing the daily operations, maintenance, and construction of infrastructure, including roads, utilities, and public facilities.
- Assists in the development of an annual work plan and budget for the Public Works Department.
- Verifies reports are done on a timely basis and submitted by Departmental staff as needed.
- Coordinates and/or develops and implements staff training procedures/programs-especially Occupational Safety & Health.
- Educates and monitors to ensure that all applicable regulations and policies are followed.
- Maintains operation of all water treatment systems in accordance with all Federal and Provincial standards (as applicable).
- Develops positive working relationships with contractors and vendors.
- Supervises the non-major repair and maintenance of the Recreation/Administration buildings and properties, community water lines, streets and street signs.
- Coordinates major contracted services and works with project manager in overseeing construction.
- Seeks out opportunities to rent out TFN heavy equipment to external parties and serve as a Heavy Equipment Operator (HEO) as needed during those times. Operates heavy equipment for projects as directed.
- Approves adequacy of water line connection/s made by private individuals and contractors.
- Compiles daily, monthly, and annually Water Usage reports for monitoring purposes.
- Responds to all inquiries in a courteous manner providing information within the scope of knowledge and authority.
- Adheres to any local bylaws as enacted from time to time by the Chief and Council.
- Other related duties as assigned by the Public Works Manager-including outside of normal working hours.
EDUCATION AND EXPERIENCE
- Position requires a high school equivalent education.
- Valid Class 5 driver's licence, a clean driver's abstract and reliable vehicle is required;
- Valid standard first aid and CPR certificate an asset;
- Vulnerable Sector Criminal Record Check is a condition of employment.
KNOWLEDGE, SKILLS AND ABILITIES
- Sound knowledge of maintenance operations procedures;
- Proficient computer skills in MS Office and data base programs;
- Advanced critical thinking, organizational and problem solving skills;
- Sound written and verbal communication skills and the ability to discuss service issues in a language suitable to the audience;
